Responsible Gambling “ We must distinguish between the anti-gambling regulations and responsible gambling promotion . The mismanagement of the gambling sector in some jurisdictions has led to strong opposition to gambling in general . However , studies show that games of skill and reflection , such as horseracing , have a lower risk of addiction than pure games of chance . The problem also lies in the frequency of betting opportunities . Live betting on football , for example , considerably increases this risk .
