In partnership with the Guam Department of Agriculture Division of Animal Health, in partnership with the Spay and Neuter Land Pets or SNIP Program, a groundbreaking Tag/Tip program has been launched to encourage rehoming and reduce the population of stray and community animals through accessible, community-based sterilization services. The program was launched on Oct. 6, and focuses on community animals which are dogs and cats that are fed and cared for by multiple households but not considered owned. Tag/Tip targets a significant source of unwanted litters, while Guam's stray animal overpopulation crisis is being addressed through appointments and localized outreach.

The program emphasizes vaccination and microchipping requirements: pets must be fully vaccinated, have updated anti-rabies shots, and be microchipped. Vaccination and sterilization services are offered in collaboration with local partners and clinics to make the services accessible to community members. Pet Shippers can keep the cats waiting out the 28 days, but they charge a hefty boarding fee per cat. It was cheaper to have the cats flown back to Saipan where they could wait out! After the holding period, the cats were shipped back to Pet Shippers Guam in time for their flight to the Philippines. However, the only airline that flies directly from Guam to Manila, United Airlines, suspended its pet shipping program, PetSafe, in 2018.
