West Virginia Capital Access Program Rated Top 10 in Nation for Deployment of SSBCI Funds
The U . S . Department of Treasury released its report on the State Small Business Credit Initiative ( SSBCI ) and ranked the state of West Virginia in the top 10 nationally for management , performance and deployment of SSBCI funding . The state is currently ranked ninth in the nation for allocation of SSBCI funds , meaning the program dollars are being used efficiently to drive entrepreneurial support and growth .
The SSBCI has been an instrumental program for the economic development of West Virginia since its reauthorization in 2021 . Administered by the West Virginia Jobs Investment Trust ( WVJIT ) via the West Virginia Capital Access Program ( WVCAP ), this federal program provides funding to small businesses in the state , allowing them to expand , create and retain jobs .
“ Through the first two years of the WVCAP , it has approved over 90 transactions , providing over $ 23 million in direct loans and investments ,” says Andrew Zulauf , executive director of WVJIT . “ Furthermore , this activity generated $ 42 million in additional financing to these businesses . To date , the program has created 455 jobs , retained nearly 1,300 jobs and served 26 counties .”
Kris Warner , director of the West Virginia Economic Development Authority , emphasized the importance of the WVCAP in Governor Justice ’ s economic development plan for the state , saying that the program offers non-traditional financing options to support the growth of small businesses and entrepreneurs across West Virginia , reinforcing the message that the state is open for business .
SSBCI was created under the Small Business Jobs Act of 2010 and reauthorized in 2021 by the American Rescue Plan Act . Under the SSBCI , West Virginia has been allocated $ 72 million for small business financing . The program ’ s intention is to encourage investment in entrepreneurs by attracting private investment capital . This is accomplished through the WVCAP program participants ; community lending organizations who match the investment of SSBCI funds .
“ The success of WVCAP demonstrates the demand for alternative financing programs for our growing entrepreneurial ecosystem , which includes innovators , inventors and aspiring small business owners ,” says Zulauf . “ The tireless work of our program participants , in conjunction with local community bankers who provide this type of funding to their clients , is the reason for the success of WVCAP .”
West Virginia Wesleyan College Partners with Laurel College for New Pathway for Nursing Students

Laurel College of Technology in Morgantown , WV , is excited to announce a new collaborative effort with West Virginia Wesleyan College ( WVWC ) in Buckhannon , WV , to allow graduates of Laurel ’ s 20-month Associate Degree of Nursing program to expand their education through an RN to Master of Science in Nursing ( MSN ) opportunity . The agreement allows eligible Laurel graduates who pass the National Council Licensure Examination ( NCLEX ) and obtain the credentials to be a registered nurse through the West Virginia RN Board to apply for enrollment in WVWC ’ s MSN program . According to the agreement , WVWC will accept eight eligible students each year who , after an individualized review for potential graduate admission , meet the predetermined criteria .
Laurel ’ s Associate Degree of Nursing is a 71-credit program that spans over five semesters and is designed to prepare the graduate to take the NCLEX-RN and enter a career as a beginning practitioner of nursing . In June 2024 , Laurel received initial accreditation by the Accreditation Commission for Education in Nursing . Laurel has designed the courses to provide students with an awareness of the value and dignity of people and a view of the patient as an integrated , unique individual that requires nursing knowledge and skills .
