“ The park reopened at the end of last year , but this will be the first year that everyone will be able to use it during the summer , and rent out the pavilion . We are expecting to see a lot of activities at the largest active park in our community , said Rachel Juba , Community Development Director for the City of Hugo .

In 2023 , work will continue on the expansion and reconstruction project underway at White Bear Lake Area High School ’ s North Campus . Projects planned in 2023 include the construction of the fine arts addition , renovations of the current building and the creation of additional parking .
The Schafer Richardson Phase 2 project .
On the housing front , Schafer Richardson ’ s phase two project is underway at the corner of Hoffman Road and County Road E East . The 244-unit market rate multifamily development is being built next to The Barnum . Also planned are eight new single-family homes in the EcoWoods development by GreenHalo Builds , a developer that builds energy-efficient homes .
Construction will soon be underway on the future McNeely Music Center at 4910 Highway 61 . The music center will be space for individual music education for all ages , with a primary mission of providing lessons for school age children . The new facility will house nine teaching studios and a recording studio and will also be used to host recitals and small performance events .
White Bear Lake will soon have a new car wash business too . Tommy ’ s Express Carwash is being built at 4061 Highway 61 .

In the City of Hugo , residents and guests are now able to take full advantage of the redeveloped Lions Volunteer Park , located at 5524 Upper 146th Street North , just west of City Hall . The 10-acre park features a new 5,000 square foot pavilion , picnic tables , an inclusive playground , pickleball courts , a tennis court and a skate park .

Now that the park is finished , city planners will be shifting their focus to the Highway 61 Visioning Study . Washington County and the Minnesota Department of Transportation ( MNDOT ) are working with the City on the project , which is defining the long-term vision of Highway 61 .
“ We will be looking at future design of the roadway and possible intersection and pedestrian improvements that can happen along the highway . It ’ s all about understanding the right of way needs for the eventual expansion of Highway 61 ,” said Juba . “ There ’ s a huge public engagement process that will happen .” The project has kicked-off and is expected to be done at the end of 2023 .
In addition to the Visioning Study of Highway 61 , in 2023 Hugo will also be completing the reconstruction of roads in the Birch Tree Pond neighborhood , which is east of Highway 61 and South of County Road 8 . Also , construction
