In 2023 , work will be underway on the former 50-acre Deluxe Corporation headquarters site at 694 and Victoria Street . Scannell Properties has approval on the master plan for the site they are naming 7 Lakes .
“ The first phase , which is underway right now , includes two multi-tenant light industrial office buildings that total about 300,000 square feet . We ’ re hoping to attract a variety of new businesses and as a result see some strong job creation ,” said Simonson .
In addition , Phase 3 of the redevelopment will be underway in 2023 and includes a third apartment building within the Shoreview Corporate Center . Greco Development is building a 200 unit upper-end market rate apartment building off Lexington Avenue , just North of Interstate 694 and across from Land O ’ Lakes .

“ When the project is finished , there will be over 600 apartments within this mixed-use site , with up to 10-percent of them having to be affordably priced for people with more modest income . Also at the Shoreview Corporate Center site , Eagle Ridge is doing additional improvements to The Lex at 4100 , an office building that has undergone major upgrades ; and they ’ ll be taking down an existing building to relocate parking for the new apartment building ,” said Simonson .
Another big project tentatively planned for 2023 is Rice Street Crossing , which will be built at the southwest quadrant of Rice Street and 694 on a site that has been vacant for a long time . “ Rice Street Crossing is being built on the 10-acre parcel that was once the

Ramsey County maintenance facility . The city had been holding onto the land while the highway interchange was being reconstructed , and that work is now done ,” said Simonson .
Enclave was selected from multiple proposals from developers to develop the land , and as long as the project gets approved , will be constructing two apartment buildings on the site . Rice Street Crossing will include between 260 and 280 units , 20 percent of which will be affordable at 50 percent of the median income of the area .
“ They are showing live-work units on the first floor of the apartments , which means people can have their businesses on the first floor , and live in the apartments above . They are also showing a retail center with a possible restaurant in the plan ,” said Simonson .
Shoreview and neighboring cities are also in the middle of two significant county road projects . The reconstruction of Hodgson Road ( County Road 49 ) from Gramsie Road to Bridge Street will get underway with utility work early in the year , with most of the construction to occur in 2024 . In addition , major reconstruction work on Lexington Avenue from Interstate 694 to County Road E will continue , and is expected to wrap up in June 2023 .
There have also been some improvements made recently to Shoreview Commons Park , which is adjacent to the City Hall and popular community center . In addition to the $ 4 million dollar destination playground that ’ s been built , in 2023 a park building that will have concessions and bathrooms will be added .
“ It is perhaps the largest playground in the Twin Cities . It ’ s really 6 or 7 playgrounds in one , and it has been very well received . It is free to everyone and is a great community gathering space ,” said Simonson .
A decorative pond and new garden area was added to Shoreview Commons Park . The city council is dedicating the area as the Sandy Martin Legacy Gardens in tribute to Shoreview ’ s first female and longest tenured mayor , who retired in 2022 after 26 years in the top job .
“ There will be an entry monument pergola with trellises for flowers saying Sandy Martin Legacy Gardens , and there will be a plaque summarizing Sandy ’ s lasting contributions and legacy at Shoreview ,” said Simonson .
