12 2013 Terrorist Counter-Strategies used for Fear and Intimidation: Iraqi Security Forces (ISF) have been targeted using a new countermeasure tactic called House-Borne Improvised Explosive Devices (HBIED). Instead of focusing on convoys, roads, infrastructure or government buildings, AQI destroyed the homes of 8 Police officials in the Shura & Qayara districts. These attacks were part of AQI’s “Soldiers’ Harvest” terror campaign that coincided with another operation they called “Breaking the Walls” in reference to their attack on the prison of Abu Ghraib in July, 2013 which used VBIEDs. 36 As stated at the beginning of this paper, the purpose of IEDs should be looked at as part of a much larger picture designed to dismantle the Iraqi political structure thereby preventing peace and stability from getting a solid foothold. The fallout of this affects critical infrastructure renewal as Iraq is perceived as too dangerous for Western companies to invest or set up shop.
