Note No. 54/RVM(SSA)/C2/2013, Dated. 29-01-2014 of this office. Minimum rate of remunaration(inRupees) 1500/- lump sum 350/-per day or part thereof 250/-per day or part thereof 150/-per day or part thereof All the Project Officers of Rajiv Vidya Mission(SSA) in the State are informed that in the 16th E.C meeting held on 13-12-2013. the Chief Secretary instructed that the Sarpanches shall be involved and give top priority to them for the implementation of the education and Literacy Programmes at village level. The Sarpanch should be made one of the office bearers of SMC. In this regard, they are informed that in G.O.Ms. No.41 School Education(PE-SSA) Department Dated 19-62013 following Amendments are issued : 150/-per head per day Class-I/II (Rs. 1200/- lump sum) Class-III (Rs. 1000/- lump sum) Class-IV (Rs. 200/- per day) “(15). “Local Authority” means as defined in the Act and includes Mandal Praja Parishads and Gram Panchayats, as the case may be in their respective jurisdictions. In Rule 19 II (d), after clause(c), the following shall be added viz:” (d) Local Authority Chairperson : The Concerned Sarpanch/ Municipal Chairperson/Mayor may attend meeting of SMC in their respective areas at his/her discretion”. The amendments were made to facilitate Chairperson and Vice Chairperson from elected members as elected parents are acting as Chairperson/Vice Chairperson in most of the States. However, the Sarpanches are to be invited to the SMC meetings in the capacity of chairperson of the Gram Panchayat which is declared as one of the Local Authority. In view of the above, they are requested to issue instructions to all the HMs in the State to involvethe Sarpanches and give top priority for the education and Literacy Programmes at village level and invite them to the SMC meetings in the capacity of the Chairperson of the Gram Panvchayat which is declared as one of the Local Authority and extend a copy of the same to the undersigned without fail. STATE PROJECT DIRECTOR (Rs. 1200/- lump sum) The above mentioned rates are equally applicable to police personnel actually deployed on polling booths/counting centers. 2. The above rates are payble to the staff for attending training classes, collecting polling materials,etc. and also for attending duty on the polling day/countingday. 3. The Commission has also directed that staff deployed at all polling stations/counting centers may be provided with packed lunch and or light refreshment at the rate of Rs.150/-per head per day. In case of difficulty in providing packed lunch. a cash payment@ Rs. 150/-per head may be made. 4. The above rates as recommended by the Commission are minimum rates. The States/Union Territories which are paying more than the minimum rates recommended by the Commission, may continue to pay at the higher rates. These rates will come into force prospectively and will have no retrospective effect. 5. The police personnel deployed on election work on poll day/counting day including mobile Parties/Home Guards/ Forest Guards/Gram Rakshak Dal/NCC(senior) Cadets/Ex-Army/CPF may be provided with packed lunch/refreshment or paymentin lieu thereof as is being given to polling/counting personnel. 6.
