Prepare a sustainability plan for the Town and its operations
The Sustainability Coordinator position was approved in the FY 2022 budget and a job description was developed . Recruitment for the position is underway as of January 2022 .
Increase the availability of water refilling stations at parks and areas near the beach
Installation of bottle filling stations was evaluated at both the North and South beach parking lots . After evaluating water filling station units and current conditions , staff raised concerns about the viability of units lasting in the coastal environment . As part of the Jupiter Community Park Master Plan , bottle filling stations will be incorporated during the upcoming refurbishment of the park .
Review Piatt Place as a possible recreational amenity for the Town of Jupiter ( see # 22 on page 13 )
At its September 23 , 2021 meeting , Town Council approved a temporary construction easement through December 2024 with Johnson Bros . Corporation for use of a portion of the Piatt Place property during the FDOT U . S . 1 bridge construction project .
Enhance the natural vegetation and promotion of our Bluewater systems by evaluating and protecting our local seagrass beds
The Town contributed funding to the Jupiter Inlet Foundation ’ s program to install monitoring buoys in support of seagrass preservation . Town staff learned of five additional buoy locations that have been identified for potential installation , including near Sawfish Bay Park and in the vicinity of Mangrove Island .
Enhance access and use of green space by acquiring more open and natural areas for protection ( see # 5 on page 12 )
The Town purchased open space property on Delaware Boulevard , known as the “ Taylor Property ,” utilizing funding from the 2019 voter-approved Land Acquisition Bond Program .
Additional Accomplishments
Terracycling Stations Installed at Jupiter Community Center
Partnered with Loggerhead Marinelife Center to place Terracycling bins at the Jupiter Community Center . Residents can drop off used writing utensils , oral care products , personal care and beauty products , items that can not be recycled through regular means .
Town Joins with Palm Beach County for Beach Renourishment Projects
In May , the Town Council approved an interlocal agreement with Palm Beach County for beach renourishment projects . Under the 30-year agreement , the County will execute beach renourishment projects every seven years and dune restoration every 15 years . The County will be responsible for seeking federal and state funding for the projects while the Town will pay for 10 percent of costs , not to exceed $ 950,000 in the first year of the agreement and $ 250,000 a year in each following year , after any external funds are applied to the total cost of the project .
Enhance Jones Creek ( see # 6 on page 12 )
Plans to clear vegetation along Jones Creek have been completed and , as of January 2022 , a permit exemption has been provided by the Florida Department of Environmental Protection ( FDEP ). The Town is seeking permitting approval from the Army Corps of Engineers , which reuired the Town to perform a bonneted bat survey to determine if the endangered mammal exists within the canal vegetation . The field survey was completed and audio recordings were analyzed to determine no bats were roosting in the project work area . Upon permitting approval , the project will be bid and a Town Council hearing will be held in the second quarter of 2022 regarding the formation of a possible canal maintenance assessment district . The neighborhood work group is being advised on the process and has been included in the dialogue with the Army Corps of Engineers .
