TIM TIM eMagazine Vol.1 Issue eMagazine Vol.1 Issue 12 5 Maritime instructors’ training program inked with Japan M ARINA, along with Japan’s Ministry of land, Infrastructure, Transport and Tourism (MLIT), together with the Seaman’s Employment Centre of Japan inked a Memorandum on Cooperation on Advanced Courses on Maritime Instructors’ Training Program. Present during the signing ceremonies were representetives of MARINA headed by Administrator CE Marcial Qurrico C. Amaro, III , PhD; Capt. Eleazar Diaz, Executive Director, SCTW Office; OIC of the Office of the Deputy Administrator for Operations, Capt. Alfredo V. Vidal, Jr.; and from the Japan end, MLIT Director-General Ichiro Hao, SECOJ Director-General Osamu Honda, and representatives from the Embassy of Japan. Thanks to this MOC, teaching skills of Filipino maritime instructors will be improved and will be given more up-t-o-date technical info while Filipino instructors will be invited to Japan to participate in further training programs courtesy of SECOJ and MLIT. As provided for in this MOC, MARINA will be assisted by MLIT to conduct a two-month education and training program in Japan which will incorporate three navigational instructors and three engineering instructors. MLIT will also select the institutes which will hold training All trainees will be provided accommodation and roundtrip air fare, insurance coverage in case of death, injury and illness during their training period in Japan courses that include classroom and onboard training. The preliminary selection of the candidates to be submitted to SECOJ for the final selection will be conducted by MARINA SCTW office, while SECOJ will make the final selection and notify MARINA SCTW of the results. The submission of the necessary documents of the selected trainees for the filing of Certificate of Eligibility will be taken care by MARINA SCTW, while Certificate of Eligibility will be sent by SECOJ along with Trainee Visa for successful applicants. All trainees will be provided accommodation and roundtrip air fare, insurance coverage in case of death, injury and illness during their training period in Japan. Qualifications for applicants of the training program, according to MLIT must be: a. between 25 and 49 years old; b. must be a part of a maritime educational institution in the Philippines with teaching experience of at least one year in navigational or Engineering course; c. must be willing to continue engaging in maritime education or training for at least five years after completing the program; d. an Operational Level seafarer for international voyage stipulated in the SCTW convention as amended or one who is equivalently competent to this qualification; e. fluent in English and; f. must be mentally fit and does not need dental treatment while staying in Japan. 13
