Electronic submission of assessment candidates now required
Pursuant to Item 10.2 of the STCW Circular No . 2015-10 , all accredited AC are mandated to “ transmit electronically the list of candidates to the Examination and Assessment Division and the Surveillance Division one working day prior to the conduct of theoretical examination and practical assessment .”

CTW Advisory No . 2017-05 issued by MARINA now calls for the requirement of all assessment centres to electronically submit the list of candidates for theoretical and practical assessment to its Examination and Assessment , and Surveillance divisions .
Approved last February 16 , this advisory enjoins all assessment centres to transmit electronically the list of candidates also to the Surveillance Division at ac . surveillance @ gmail . com one working day prior to the conduct of theoretical examination and practical assessment . Non-compliance therewith shapll provide basis for this Authority to subject any AC under strict surveillance , in addition to the imposition of corresponding fines and penalties provided under MARINA Circular 2013-15 or its subsequent amendments .
Errant training providers given strong ultimatum
“ Shape up or ship out .”
T hat is what errant maritime training providers will now have to sense as the Maritime Industry Authority ( MARINA ) issues to them its harsh ultimatum .
Those providers accused of not sticking to the stringent rules of maritime training institutions ( MTIs ) will either have to close shop or abide by their strict warnings to improve , or else . There have been reports of violations committed by MTIs which were not at a par with set global maritime standards . Moreover , such warnings also come in the light of helping boost the Philippines ’ reputation for having very competent training institutions which are reputed to be among the best in the region . But despite having the best that there are , there are also bad apples that need to be picked out before they spoil the whole bunch .
“ Once you ’ re caught , you ’ re done , and it ’ s about time we strictly implement the rules ,” stressed Administrator Marcial Quirico C . Amaro III , Phd . “ Even if we warned them before , we ’ re not going to give them a second chance . And we will implement it this way .”
Meanwhile , MARINA is consistent in its efforts to strengthen capabilities of its inspectors , auditors and assessors whereas CE Amaro added that these are all being trained ; should they fail the assessment , they will have to undergo repeated training .
“ We ’ re subjecting them to assessment . I told them that if we required Maritime Higher Educational Institutions ( MHEIs ) to be certificated so you should all be certified . But if they continue to fail the assessment , then good riddance ,” CE Amaro added .
