Vision – Stockton’ s regeneration plan will see the creation of a vibrant, inclusive and sustainable place for residents, visitors and businesses alike.
The future – the Tees Central project is an exciting and innovative approach to redevelop the Tees Marshalling Yards into a new community at the centre of the Tees Valley.
This also creates space to make way for the construction of the amphitheatre.
Work on the upper park is continuing, and 90 % of the paving at Finkle Square has been laid.
A CENTRE FOR CARE AND HEALTH INNOVATION
Ambitious proposals to develop a Care and Health Innovation Zone in Stockton-on- Tees are ready to transform central Stockton into a nationally significant cluster of social care and health provision, to link with the new NHS Tees Valley Diagnostic Centre. This will help address health inequalities and support growth in the area.
The diagnostic centre opened in the spring of 2025 and is being run by University Hospital Tees Group.
It includes facilities such as CT scanners, two MRI scanners, ultrasound machines, X-ray facilities and more.
The centre is based at the southern end of the Stockton Waterfront site and will be part of a‘ Health Spine’ of care and health in this area.
THE THORNABY TOWN DEAL The council’ s regeneration programme spans across the borough’ s six town centres, which are undergoing transformation to ensure they remain vibrant, well-designed spaces that attract local communities, visitors and business to thrive and enjoy.
Key council intervention has allowed the authority to be a driver of change and ensure they remain economically successful and are fit for future generations.
This includes key projects in Thornaby as part of its £ 23.9m Town Deal.
The projects are part of the key priorities for the Town Deal, which were identified by the Town Deal Board:
• Tackle long-term vacant properties in the town centre to enable new development and change of use.
• Support to enhance the delivery of skills training for Thornaby residents, linked to Stockton Riverside College ' s strategic aims and objectives.
Progress – major developments include key projects in Thornaby as part of its £ 23.9m Town Deal.

• A new footpath and cycle infrastructure linking station, college, town centre and key residential areas and employment sites.
• Addressing poor quality housing in north Thornaby.
As part of this, the council has taken control of the former Golden Eagle hotel and is moving forward with plans to demolish the building in August.
This will provide a cleared site for future redevelopment, led by the town centre owner, LCP Proudreed.
A new swimming pool, gym and leisure facility, with an improved entrance and car park is also planned for the town centre on the former Phoenix House site which was demolished for redevelopment in 2023.
Work is expected to begin on the leisure facility in September 2025.
Meanwhile, another flagship project of the Town Deal will see NETA Training develop its new £ 14.7m purpose-built facility in Thornaby.
The construction of a new engineering training centre with a near 50-year history of meeting industrial training needs is now underway, standing alongside Stockton Riverside College in Teesdale Business Park.
This will help position the Teesside-based company to deliver skills needed to respond to a rapidly transforming local, national and global landscape, while continuing to train up the region ' s future generations of engineers.
The NETA development has been made possible with £ 4.5m investment, endorsed by the Thornaby Town Deal Board.
Funding has also been secured from the Department for Education, the Education Training Collective( Etc.), and will be delivered in partnership with Stockton-on- Tees Borough Council.
