NEWS FROM THE PN POLICY CELL

The Participating Nations ’ Policy Cell ( PN Pol Cell ) delivers advice , administrative services , and documentation to Participating Nations ’ ( PN ) Service Personnel on a wide range of areas . For the most part , these are related to housing allocations , vehicle registration , tax entitlements , education , banking and healthcare .
Our aim is to facilitate the successful integration of PN Service Personnel and their families into UK life and provide continued support and assistance throughout their assignment in the UK .
The PN Pol Cell comprises a team of four civilian personnel and our office is located in HQ ARRC ( G1 ), with the Housing Officer working from the Welfare Office .

Vehicles
Export / sale of UK Visiting Forces Relief ( VFR ) registered vehicles .
PNs must contact the PNPSO before the export / sale of a VFR registered vehicle to confirm the current processes at least 8 weeks prior to departure . The PNPSO , HMRC and DVLA must all be notified of the sale / export to close the vehicle record and finalise fuel tax claims . This applies to imported new / used vehicles and UK purchased new / used vehicles . The PNPSO needs to notify HMRC at least 1 month before export . The PN is responsible for notifying DVLA .
New Arrival PNs - import of vehicles into the UK .
HMRC must be notified of the importation of a vehicle within 14 days of its arrival in the UK . This notification is completed by the PNPSO who should be notified within 5 days of arrival .
The PNPSO will register the vehicle on behalf of the PN with HMRC and then with DVLA . Please be aware that this entire process can take up to 6 weeks ; during this time , you must ensure your vehicle is registered and insured accordingly in your home nation .
New Arrival PNs – purchase of a UK vehicle .
When a PN purchases a used vehicle in the UK , and they wish to claim duty-free fuel for the vehicle , they must register the vehicle with the PNPSO .

Please inform your child ( ren )’ s school when moving from the area , providing your date of departure . This will help inform the school of the availability of places for other families .

We would like to extend a very warm welcome to our new Housing Officer Mrs Allison Clayton who joined the team on 27 November 2023 . Allison brings a wealth of corporate ARRC knowledge to the role having worked in various posts at Imjin Barracks over a number of years . Allison is already well settled into role , and we are delighted to have her as part of the PN Pol Cell team .

Previous occupants ’ mail
If you receive mail addressed to the previous occupant , cross through the address and write : ‘ Not known / no longer at this address . Return to Sender ’ and put the letter into a post-box ( note it is illegal to open the correspondence ).
Utility Bills . If the correspondence is from a Utility Company e . g ., gas , electricity , water , please take the correspondence to the HO who is located in the Welfare Office . She will forward to the relevant DIO department for their action .
Living in SFA – are you insured ?
When living in SFA , licensees are strongly recommended to arrange insurance for :
a . Their potential liability to DIO Accommodation up to a maximum of £ 20,000 . As personnel occupy SFA and Substitute Service Family Accommodation ( SSFA ) under a Service Licence to Occupy agreement ( known as a Licence to Occupy ) they are not classed as a tenant and therefore standard home insurance policies do not cover the potential liability . The Services Insurance & Investment Advisory Panel ( SIIAP ) has provided a web page detailing a number of insurance providers who can organise policies that have been designed specifically for SFA occupants . b . Their personal property and that of any spouse / civil partner or child ( ren ).
c . Their liability to third parties in respect to injury to them and damage to their property ( the requirement for this SFA liability insurance is stated in JSP 464 Vol1 Part 1 Chap 6 - Para 0605 - Licence to Occupy , and the contactor SFA Handbook ).
Doctors / Dentists / Hospitals
Dependents ’ registration
Dependents should register with a doctor ’ s surgery when they move into the area . A list of surgeries nearest to your SFA can be found in the SFA Information Booklet which was given to you at move in . To register , complete the surgery ’ s online registration form or call the surgery for assistance .
When registering , dependents should take their immunisation record , translated where possible . Two forms of identification will be required to confirm identity and address ( e . g ., passport , driving licence , bank statement , utility invoice , correspondence from a Government Dept ).
Deregistration
At the end of the PN ’ s assignment , it is imperative that dependents inform the surgery ( and dentist / hospital , if appropriate ) that they are moving from the area , providing the date of departure .
To ensure you retrieve your medical records prior to departure ask the surgery for a Subject Access Report ( SAR ) form .
Deregistering your family will ensure places are available for new families and will enable health facilities to update their records .
