LaGrange County Council
The LaGrange County Council met
in regular session and special joint
session with the LaGrange County
Commissioners on Wednesday, October 10, 2012. The first and major piece
of business was to discuss the final
budget and to adopt the amended form
for the 2013 tax year.
It was first presented that the
town of Wolcottville has decided not
to fund the County Nuisance Enforcement Officer and they will handle this
enforcement locally. This created a
$4,988.88 additional expense for the
county in the Zoning Department.
After discussion with the department director Bob Shanahan, it was
determined that there may be enough
income in the Zoning Compliance Certificate Fund to cover this shortfall. If
they are still short the shortage will be
covered in the County Commissioners
budget.
The Auditor, Kay Myers, next pre-
sented to the council the fund amounts
for the 2013 budget. The total budget
for General, Health, and Parks funds
are $9,318,274.01. This is $258,274.01
more that the financial adviser had
recommended we arrive at. It is anticipated that this amount will be covered
by the carryover from the 2012 department savings and from existing fund
balances. After discussion there was a
motion to adopt the budget as amended. The motion passed.
Commissioner George Bachman
reported that the lawsuit with a former
property owner at Stone Lake has been
ruled in favor of the county and the
individual will be responsible for payment of the legal fees in regard to the
case. This action will close out the sale
of all of the lots at the Stone Lake location. George also reported that there
was talk, at the recently concluded, Association of Indiana Counties regarding legislation to remove the funding
Investment Strategies.

of the Indiana State Police from the Local Roads and Streets Highway Fund.
The council next approved the
transfers within accounts in department funds; they also approved the legal claims for the month in the amount
of $8,784.75.
There being no further business to
come before the council, we adjourned
and reconvened with the commissioners in a joint session.
The first item was a presentation
by Alvin Miller and Levi King regarding infrastructure improvements on
approximately thirty-nine acres of land
north of Shipshewana. The project is
bordered on the west by State Road 5
and on the south by North Street and
the intent is to extend Morton Street
north through the project to the road
on the north side of the project. During
the discussion it was revealed that the
Town of Shipshewana has not at this
time made a commitment to participating in the project. It was felt by
the council that this would be a good
economic development project as the
area is to be zoned B-2 which would be
for commercial use. There was a motion
to grant an amount equal to the Town
of Shipshewana financial commitment
not to exceed $200,000.
There was next a discussion
about the Major Moves Ordinance. As
it is now written the non spendable
Capital must maintain a balance of
$27,000,000 and all of the withdrawals
must come from the earned interest
