North Korean leader Kim Jong-un established many orphanages and child-care centers in the recent years, but still rejected the acceptance of Kkotjebis into the facilities. Kim Jong-un has been spreading propaganda that explicitly states that the government is making an effort to improve the lives of children and teens in North Korea.

However, over the recent years, there has been no significant improvement in the lives of these homeless wanderers. Instead, the North Korean government are enforcing stricter regulations to control the increase in the Kkotjebi population to “clean North Korea’s image.” Such worsening conditions of the lives of North Korean children calls for greater ramifications in North Korean human rights.
