Recently, the North Korean government began expropriating Kkotjebis and throwing them into concentration camps. On November 24, 2016, Radio Free Asia revealed that the North Korean government under the leadership of Kim Jong-un mobilized a “laborer investigation group” in order to capture Kkotjebis into imprisonment. According to a North Hamgyong Province source, the “in November, the laborer investigation group began a clampdown on Kkotjebis in the Jangmadang area. Children and teens are being constantly chased by the group and many civilians are beginning to turn their attention to the ceaseless pursuits.”
The North Hamgyong Province administrators reveal that the facilities for children in North Korea are in terrible conditions. The Kkotjebis hence state that they would rather stay in the streets than live in the facilities. Children in the facilities are forced into malnourishment, forced labor, and abuse. Their dorms also lack heat, in which during the winter, children are bound to chilly nights without even a blanket to warm them.
