What Charbonneau
stands for
From time to time, Charbonneau
residents, others from outside
Charbonneau and even members of the
Civic Affairs
Committee itself ask
“What do we stand
FOR?” rather than
what we are against,
especially in regard to
the possible airport
expansion that some advocate. That’s a
very legitimate question. Here are some
answers:
■ We are FOR having a say over how
our community develops, with a special

way or another. We are heading in the
right direction in my opinion,” he said.
“We need to talk to the community
more and listen to the community more
and then decide what we are going to
do.”
Harland, who’s served on the CCC
Board for the last three years, moved to
Charbonneau with his wife, Diann, from
Gresham in 2012 to be closer to his
family. Though, he had no initial plans
to be involved with the board, his prior
experience proved him an ideal
candidate.
In Gresham, Harland worked as a
high school principal and then in
administration in the Gresham-Barlow
School District.
“As a school administrator, especially
as a principal, you have to learn how to
work with people especially if you’re
going to pursue some agreed upon
goals,” he said.
Aside from his professional career in
the educational sector, Harland has
worked with homeowners associations,
been involved with Rotary clubs — he is
currently active in the Wilsonville
focus on maintaining our property
values and our quality of life.
■ We are FOR compliance with state
land use goals and laws.
■ We are FOR transparency,
including the Oregon Department of
Aviation following an open public
process that respects the rights of ALL
citizens.
■ We are FOR providing appropriate
and adequate infrastructure (water,
sewer, etc.) and especially adequate
roads to manage increasing amounts of
traffic generated by the airport.
■ We are FOR controlled air space
that keeps loud, polluting jets from
flying low over our homes at odd hours,
day and night.
■ We are FOR collaboration with
Marion County rather than an
adversarial relationship.
■ We are FOR the airport being
governed by the City of Aurora.
■ We are FOR the preservation of
the farmland surrounding the airport. ■
Rotary — and he has served on
committees. He is president of
Charbonneau’s Civic Affairs Committee.
“I’m the type of personality that
needs to be doing something
constructive (and) productive,” he said.
“I believe in what some educational
writer called service leadership and that
the best way to be a leader is to serve
(and) do what you can to serve others. It
used to be teachers, staff members and
so forth. Now it’s members of the
community, so that’s my mentality.”
Harland is looking forward to seeing
what the board and the community
decide to do with the vacant Annex.
He’s also interested in resuming
conversation about what will happen
with ownership of the golf course, since
it is currently owned by a separate
entity.
“The idea is that the golf course and
the country club, that is the HOA, would
be one,” he said. “That’s a very
important issue because it’s likely that
will cost everybody in the community
something to help sustain the golf
course, but that remains to be seen.
“I like the idea of serving my
community. … We have a lot of
important issues that need to be
addressed.” ■
