Guerra– Batangas Capitol PIO Laguna Provincial DRRMO best in CALABARZON PIA 4A CALAMBA CITY, Laguna, (PIA) -- Owing to its unwavering efforts to ensure the safety of the people in the province during man- made and natural disasters, the Laguna Provincial Disaster Risk Reduction and Management Office (PDRRMO) was hailed as the Best Provincial DRRMO in CALABARZON. The Regional Search for Gawad KALASAG (KAlamidad at Sakuna LAbanan SAriling Galing ang Kaligtasan) 2017 has recently concluded that Laguna had the most outstanding provincial DRRM council in the region based on the qualifications and standards they have set for the entrants. Laguna PDRRMO Assistant Department Head Aldwin M. Cejo shared about the possible factors that enabled them to earn the top spot this time from formerly being the third placer in 2016. “Mula noong 2010, ang ginagawa kasi namin ay iyong Capacity Building ng LGUs iyong munisipyo at saka cities, saka iyong paggawa talaga ng plan na i-e-execute bawat taon,” Cejo said. He pointed out that their team’s continuous and consistent work in inclusively building the capacities of all the towns, cities and even barangays in Laguna could be one of the most exceptional reasons for gaining this achievement. “Nagkakaroon kami ng orientation kung ano ba iyong RA 10121, kung paano gamitin iyong budget, ano iyong mga services na mayroon kami para naman makopya ng bawat munisipyo hanggang barangay level,” he said explaining further that they make sure the DRRM plans on the ground are aligned with the provincial plan to ensure synchronized and harmonious implementation. Research-based planning also plays an important role in their victory. The Laguna PDRRMO formulates annual plans based on the results of their research studies about the needs of their constituents and their immersion activities in exemplary DRRMs from among other provinces in the country. Meanwhile, in terms of disaster response, the DRRMs in the municipalities and cities of Laguna are serving as the sub-stations of the provincial DRRMO. Based on a resolution, the nearest municipality or city serves as the first responder to accidents or any other form of disaster. Whereas, insurgencies are being referred to and handled by the provincial DRRM only once it gets out of hand or the municipality or city is incapable of managing the situation. The Laguna PDRRMO operation center is regularly open 24/7 or 24 hours every day for the whole week, which set them apart from other provinces which only do when there is any impending disaster. The support of Governor Ramil Hernandez as the chair of the PDRRMC is likewise a vital ingredient that compelled them to carry on and succeed, said Cejo. Labis ang kasiyahan at pasasalamat ni SK Federation President-elect Manalo ng barangay Haligue Kanluran sa pagtitiwala at suporta sa kanya ng mga SK chairmen. Marami aniya siyang plano at programang nais ipatupad sa mga kabataan sa lahat ng barangay. Bago ang lahat, una niyang nais gawin ay mapaigting ang pagkakaisa ng mga ito. Mahalaga sa kanya ang edukasyon kung kayat prayoridad niya na matulungan ang mga kapos palad na makapag aral sa pamamagitan ng pagkakaroon ng access sa mga scholarship programs ng mga publiko at pribadong organisasyon upang maiangat ang kanilang buhay at magkaroon ng magandang kinabukasan. “Marami po akong plano, in line sa mga kapus palad na kabataan, hihikayatin ko po sila na magpatuloy sa pag-aaral, lakasan lamang ang kanilang loob at huwag mahiyang humingi ng tulong sa mga nagkakaloob ng scholarship programs,” dagdag pa ni Manalo. Hangad ni Manalo ang kooperasyon ng mga SK officials at ang pagiging bukas ng mga ito sa kanya lalo na sa kanilang pangangailangan. “Sana po ay buddy-buddy lang kami lahat, para maipaalam nila ang mga problema sa kanilang barangay para mapag-aralan at mabigyang solusyon,” sabi ni Manalo. Ipinahayag din niya na magiging boses siya ng kabataan sa city council kung saan magiging aktibo siya sa pagdalo sa sesyon at pakikilahok sa mga talakayan. Hindi rin aniya siya mahihiyang magtanong at humingi ng tulong sa mga konsehal kung kinakailangan. Isa lamang barangay na walang tumakbong SK chairman noong nagdaang barangay at SK elections- Barangay 16- ang hindi nakalahok sa SK Federation election nitong May 29 sa Teachers’ Conference Center. In addition, the creation of plantilla positions for the Laguna PDRRMO that put in place dedicated personnel for the posts that are included to the minimum requirement of the Joint Memorandum Circular (JMC) among the Civil Service Commission (CSC), Department of Budget and Management (DBM), and Department of the Interior and Local Government (DILG) also strengthened their office. Despite the deliberate developments that enriched the capacities of the Laguna PDRRMO, Cejo said much is still needed to be done. He underscored the need for continuous innovation and improvement of their practices and processes. “Lagi kaming nag- uusap usap na dapat lagi kaming mag-level up (na) dapat mag-upgrade lagi,” he said. The preparedness of the Laguna PDRRMO will only be proven suffice once they were able to face a tangible circumstance that would force them to execute their contingency plans. “Hindi natin masasabi na sapat na iyong resources na mayroon kami kung hindi naman kami nasusubukan noong actual na posibleng mangyari,” he continued. On this light, the team plans to accumulate more equipment, even those that were not required in a regular basis but would be greatly helpful if ever a severe disastrous situation occurs.
