Duterte wants election of new president
before move to federal charter
DAVAO CITY --- President
Rodrigo Roa Duterte on Friday,
July 6, put forward a proposal to
terminate his presidency before the
start of a new charter as he scoffed
at criticisms that he wants to extend
his term.
“Sabinila gusto kong ma-
Presidente. Itongmga opposition,
they are so engrossed na every
time they look at the proposal sa
Constitution, ‘Ah, Duterte will
make it longer for him to stay in
power,’” he said in a speech at the
SMX Convention Center here.
The
Consultative
Committee tasked to review the
1987 Constitution has approved
the draft of the proposed federal
constitution on July 3 and hopes
to submit the draft to President
Duterte on or before July 9.
“I will make a proposal.
The Constitution [is] now being
reviewed by the Congress, but
the Constitutional Convention
Committee of Justice Puno can
make this correction and I suggest,
and I would like [the] Congress to
approve it,” he said.
“Make my term co-
terminus, with the beginning of
the draft constitution. Make me
stop beingPresident during the
transition. In other words, elect
a President before you make the
transition from unitary to federal.
I would be willing to accept the
MMDA...

Bulacan.
The U-turn slot near
the UP Technohub has
been moved further into
Commonwealth Avenue.
Heavy traffic is
expected along North
Avenue and Mindanao
Avenue as contractors of
the project will use two
lanes as construction area.
The MMDA will provide
alternative routes.

Duterte, whose term will end in
2022, said.
The Chief Executive told
the Consultative Committee to
make the final changes and “Make
me President only next year, 2019,
and I will accept it.”
“Trabahohin
ninyo.
Make the changes now. Make me
resign or ask me to step down by a
Constitutional fiat that there will be
an election before we proceed with
the adoption of the Constitution,”
he said.
Meanwhile,
President
Duterte urged Filipinos to take
legal action against the government
over “unlighted, uncovered” public
infrastructure projects.
“Ang
corruption,
naiinisako,
kasi
‘yungdinadaananaraw-araw
ng
tao, hindiinaayos. Marami na lang
nahuhulog diyan, marami na lang
namatay. It’s almost nonchalant
so make it a criminal issue.
Pagnahulogkadiyan, nabunggoka
[kasi]
unlighted,
uncovered,
ganun, you sue the government.
Siguradongmanalo kayo diyan,” he
said.
“Sue the government
and I will sue the supervisor
and maybe ask the Secretary,
‘kindly explain to me kung
bakitganitoangsitwasyon,’”
he
said.
At the same time, Duterte
vowed that he would immediately
act on graft and corruption
complaints.
“If it is something that
ails, that bugs you because it
involves graft and corruption or [if
the] government is not doing what
it’s supposed to do, just bring it to
my attention and I will act on it
immediately. Lalo na corruption,”
he said.
The Chief Executive
was at the SMX Convention
Center here to grace the opening
ceremony of the annual National
Science and Technology Week
(NSTW) Celebration in Mindanao
organized by the Mindanao Cluster
of the Department of Science and
Technology (DOST).
The three-day event
aims to showcase the capability
of science experts and inspire
the youth and other sectors in
patronizing the local technology.
The President, for his part,
underscored his administration’s
priority to provide a comfortable
and secure life for the Filipino.
“Rest assured that you
have my full support in empowering
individuals and bringing our
country towards greater heights.
I trust that you will be with me as
we work together in establishing a
brighter and better future for all,”
he said. ### (PND)

MANILA—Household
service
workers (Kasambahays) may enjoy
more leave benefits on top of the
provisions in the Domestic Workers’
Act or the Kasambahay law.
In a Labor Advisory
issued by Secretary Silvestre
Bello III of the Department of
Labor and Employment (DOLE),
he identified three other laws that
entitle kasambahays to special leave
benefits.
Under
the
advisory,
household service workers who meet
the requirements for Solo Parent
Leave (RA 8972), Special Leave
Benefit for Women under the Magna
Carta for Women (RA 9710), and
Violence against Women and their
Children (VAWC) Leave (RA 9262),
can apply for leave benefits provided
by laws.
The leave entitlement
are aside from the five days service
incentive leave granted under the
Labor Code.
The Solo Parent Leave
under RA 8972 can be availed of
by domestic household workers if
they need to perform parental duties
and responsibilities where physical
presence is required.
Meanwhile, the Special
Leave Benefit for Women under
the Magna Carta for Women, or
RA 9710, provides two weeks and
up to 60 days (or 2 months) of paid
leave. This is applicable to women
workers who have a gynecological
disorder that would require surgical
procedures, such as dilatation and
curettage or those involving female
reproductive organs as well as
gynecological surgeries, such as
hysterectomy, ovariectomy, and
mastectomy.
Also, the Kasambahays
who are victims of physical, sexual,
and psychological violence, as well
as economic abuse, are entitled to
avail of a 10-day paid leave under
Republic Act No. 9262.
“Our household service
workers shall be entitled to all the
rights and benefits granted under
RA 10361, or Batas Kasambahay,
as amended unless expressly
provided. The employers are not
prohibited from granting such other
benefits in addition to the minimum
requirements of the law,” Bello said.
Bello also encouraged
healthy dialogue between the
Kasambahay and their employer
to promote a harmonious working
environment and settle disputes.
RA 10361 provides benefits for
household service workers such as
a standard minimum wage, among
others.
The Kasambahay law,
which is considered as a landmark
labor and social legislation, also
entitles household service workers
to mandatory social benefits such as
SSS, Philhealth, and Pag-Ibig, 13th-
month pay, five days annual service
incentive leave, and a one whole day
uninterrupted weekly rest period.

DENGVAXIA AFFECTED COMMUNITIES
DEPARTMENT OF HEALTH
(DOH) – CALABARZON (Cavite,
Laguna, Batangas, Rizal, Quezon)
will be immediately deploying health
workers trained on Psychosocial
Interventions on Monday, July 2,
2018, to provide direct interventions
for DengvaxiaVaccinees and their

start of the Dengvaxia panic,” Dr.
Janairo stated during the conclusion
of the training for Psychosocial

listening, and connecting them to to
support systems and coping strategies

us to bring their trust back to the
health programs of the DOH and will
also assure them that support will be
provided to them,”.
The Psychosocial Training
for health workers are not only
designed to support their clients, but
also to manage their own difficulties
and those of their families so as
