NFA buys off-season palay harvest QUEZON CITY -- January is not a traditional palay harvest month, but there areas in Mindanao and other parts of the country that are currently harvesting their crop. And the National Food Authority (NFA) is more than happy to buy all the harvest that farmers are willing to sell for the agency’s food security buffer stocks. As of January 23, the NFA had already procured a total of 88,982 bags of palay or about 44 percent of its 200,500 bags target for the month. In the provinces of North and South Cotabato and Sultan Kudarat, the local NFA office had already breached its procurement targets for the month many times over a week before end of the month. A non-traditional rice- producing region, the local NFA office in Region 12 had already bought a total of 79,133 bags as of January 23, way above its 2,000 bags target for the whole month. The NFA regional office initially targeted to buy 1,000 bags in North Cotabato and 500 bags each in South Cotabato and Sultan Kudarat. But by the third week of the month, the office had reported having already bought a total of 39,485 bags in North Cotabato; 6,051 in South Cotabato; and 33, 597 bags in Sultan Kudarat, This translates to a 3,948.5%; 1,210.2&; and 6,719.4% accomplishment versus targets, respectively. NFA had set up four buying stations each in North Cotabato (Kidapawan, Kabacan, M’lang and Baguer); South Cotabato (NFA1, IBG, MLGC Surallah and FLGC Noralla); and Sultan Kudarat ( GID TRIPLEX- Isula, GID 1 and 2 – SPGC Tacloban and GID Lebak). Other areas where NFA was able to buy palay during the month were Agusan del Sur – 734 bags; Surigao del Sur – 16 bags; Bukidnon -2,571 bags; and Southern Tagalog provinces – 6,528 bags. “We are happy to note that more farmers are now selling their harvest to NFA. We attribute this to two things: One is the recent approval by the NFA Council of an additional P3/kilogram buffer stocking incentive (BSI) on top of the NFA’s palay support price of P17/kg plus drying, delivery and cooperative incentives of P0.70/kg, bringing the maximum buying price to P20.70/kg. Two is the readiness of NFA personnel and logistics to accept palay deliveries any day of the week and even on weekends when necessary,” NFA OIC administrator Tomas R. Escarez said. Noting that palay harvests are no longer confined to the traditional summer crop from March to May and main harvest from October to December, Escarez had instructed all NFA field offices to keep all buying stations open daily to provide farmers a ready market for their produce. Escarez also said NFA palay procurement shall be done on a year-round basis, with all personnel , logistics and procurement funds made available anywhere in the country where NFA operates, at any given time. Following the directive of President Duterte for NFA to source its buffer stocks from domestic harvest, the NFA has embarked on aggressive procurement operations as farmers take advantage of the bigger incentives offered by the government. For 2019, NFA targets to buy at least 7, 780,000 bags of palay from local farmers. (rco/NFA)
