PCOO chief promotes media
welfare in provincial sorties

Secretary
Martin Andanar began his
provincial sorties around the
country on Thursday, January 24
to engage media on the ground
and promote media welfare and
security.
His first stop was in
Imus City, known as the country’s
flag capital, where he paid a call
on Mayor Emmanuel Maliksi
before meeting up with members
of the Cavite Province Publishers
League. Andanar, a former
broadcast media practitioner, said
he will continue to push policies
that will promote the media
sector’s interest while he runs
the Presidential Communications
Operations Office as chief.
He cited three policies
that will support media’s interest
namely: Administrative Orders
1 and 2 or the Presidential Task
Force on Media Security and
the Freedom of Information
respectively
and
media
engagement. “We want to
strengthen the linkage between
media and the government and
draw out media workers’ issues
and concerns so we can properly
respond
with
appropriate
policies,” he said.
The Communications
chief said the administrative
orders protecting media interest
were the first issuances that
President Duterte signed when he
began his presidency. “Through
these media dialogues, we are
able to listen to your issues and
help find solutions,” he said.
He
cited
the
hospitalization and medicine
subsidy now enjoyed by members
of the National Press Club through
an agreement with the Chinese
General Hospital in Manila which
Andanar helped secure. He said
the same benefit can be given to
regional media counterparts once
guidelines are drawn.
Andanar
will
also
visit the provinces of Quezon,
Batangas and Rizal for the
Calabarzon leg of his media visits
that the Philippine Information
Agency in the regions organized.

Director
for
Calabarzon Cristina Arzadon,
who assisted Andanar in his visit,
said the PIA will strengthen its
role in bridging the government
and the media sector which,
she described as an important
ally in their work as grassroots
communicators.
“Our work of bringing
timely, accurate and relevant
public information to the
communities we serve is possible
because we have media partners
on the ground who serve as our
information channels,” Arzadon
added. She cited the important
roles of PIA provincial offices
now known as Government
Information Centers (GIC).
“These
GICs
are
able to operate despite limited
resources and personnel because
of information volunteers like
government information officers
and media partners,” she said. “
Andanar earlier met with Laguna
media practitioners in December
last year for a dialogue. (PIA)
CALAMBA CITY, Laguna,
(PIA) – In its continuous effort
to advance the preservation and
promotion of Philippine culture in
Calabarzon region, the Regional
Development Committee 4A is
set to conduct culture cultivating
activities this year.
“The Philippine and
Regional Development Plan
comprises a Chapter on the
promotion of culture and values
of the Philippines, and these
are linked to economic and
sustainable development of
our country,” Sub-Committee
on Culture (SCC) Chairperson
Joselito Rodriguez, Executive
Director of Enrique Zobel
Foundation, said reiterating the
relevance of the SCC.
The Committee has lined
up activities for strengthening
and building the capability on
promoting the Philippine culture
for members and stakeholders.
An SCC Benchmarking
Activity is set to be conducted in
Ilocos Sur with the proposed date
of April 24-26, 2019, as part of
the Approved 2017-2019 Work
Plan of the committee.
The
priority
and
target participants for the
benchmarking activity were the
members of the committee for
them to learn the best practices
of the province in protecting,
cultivating and promoting their
cultural treasures.
RDC 4A noted that
this shall serve as a guide to
the committee in carrying out
its functions such as integrating
culture in the development
framework, as well as preserving
and harnessing the region’s rich
tangible and intangible cultural
resources.
This
is
likewise
expected to provide insights
on addressing development
challenges on the preservation
and conservation of the region’s
cultural assets.
Another
upcoming
event to be spearheaded by the
SCC will be the Cultural Summit
to be scheduled tentatively in
May 2019.
This is in anticipation to
raise awareness and appreciation
on the link between culture and
development among stakeholders
in the region.
National Economic and
Development Authority (NEDA
4A) Assistant Regional Director
Gina Gacusan said this Summit
is intended to become a venue
for discussing, identifying and
addressing cultural issues and
concerns.
It would be substantial
if “we discuss why we are losing
our culture… we are losing it in
our architecture, in our behavior,
in the way we dress, in our food,
what areas and what can we do
about it, and why should we be
worried if we lose it,” she pointed
out.
Instead
of
asking
government agencies to present
their programs and plans as
originally planned, Gacusan
suggested that it would better to
ask them what are the region’s
issues on culture and talk about
what could be done to mainstream
culture.
On the same event,
National Commission for Culture
and the Arts (NCCA) Monitoring
and Evaluation Officer Jayson
C. Septimo shared about their
Agency’s proposed program;
the Orientation on Culture for
Calabarzon.
The priority target
participants for this activity are
the 120 Local Government Units
(LGUs) representatives in the
region as they have the authority
and they should be the primary
movers in promoting their local
cultural resource.
The
said
activity
will help orient the LGU
representatives
about
the
following:
(1)
Philippine
Development Plan (PDP) 2017-
2022 specifically focusing on
Chapter 7 entitled “Promoting
Filipino Culture and Values”;
(2) the Regional Development
Plan of Region 4A on Culture;
(3) NCCA and its mandates and
programs; (4) the creation of the
Local Culture and Arts Council
(LCAC) in accordance to RDC-
IV-A resolution and DILG-NCCA
Memorandum;
(5)
Cultural
Mapping; and (6) Philippine
Registry of Cultural Property
(PRECUP) and Heritage Law or
RA 10066.
Orienting the LGUs
on these aspects shall help them
check if their current programs
were aligned with the Cultural
Development Plans in the
National and Regional levels.
This will also encourage
the cities and municipalities to
apply for Cultural Mapping in
their areas to determine their
cultural assets. That in result,
will help boost tourism in their
locality and serve as guide in their
planning and decision-makings.
Aside from the activities
lined up for the first semester of
year 2019, there are six historical
and cultural sites around the
Calabarzon region undergoing
restoration and rehabilitation
under the National Historical
Commission of the Philippines
(NHCP), also a member of the
SCC.
Four are in San Pablo
City in Laguna Province such as
the San Pablo Telegraph Office,
Old Cityhall Building, Prudencia
Fule Memorial National High
School, and Government-owned
Properties along Rizal Ave.
The two others are the San Luis
Obispo de Tolosa Parish Church
Complex in Lucban, Quezon; and
the San Martin de Tours Basilica
in Taal, Batangas.
The Committee pledged
to craft more ways to further
promote Filipino culture in the
region down to the communities.
