An underlying precept universal to most concepts of eternal life is reward and its anti-thesis, punishment. I f t h e r e ’s n o afterlife and no carrot- and-stick scenario, then mankind can naturally be expected to descend to total chaos since everyone will try to live the life right here, right now — goodness be damned. If you’re a man and Annual M & E of nutrition program in NCR begins QUEZON CITY – The annual Monitoring and Evaluation of the Local Level Plan Implementation (MELLPI) of the nutrition programs of the different local government units (LGUs) in the National Capital Region (NCR) has started T u e s d a y, March 27. A c c o r d i n g to National Nutrition Council- NCR Regional Nutrition Program C o o r d i n a t o r M i l a g r o s E l i s a V. Federizo, MELLPI is the monitoring and evaluation scheme of the Philippine Plan of Action for Nutrition ( P PA N ) which is conducted every year by an inter-agency Regional Nutrition Evaluation Te a m (RNET) in all cities and municipality in NCR. “During the MELLPI visit, the RNET assesses the efficiency and effectiveness of the local nutrition program implementation through desk review and interview with the members of the local nutrition c o m m i t t e e s ( L N C s ) . Va l i d a t i o n visits are also done in randomly chosen barangays to check if indeed, nutrition programs are in place and families of underweight children are reached,” Federizo explained. Based on the data gathered during the previous monitoring and evaluation, NCR is beset with both undernutrition and over nutrition that inlcude u n d e r w e i g h t , stunting, wasting, overweight and o b e s i t y. Micronutrient malnutrition also affects the region among them, iron deficiency anemia, vitamin A deficiency and iodine deficiency d i s o r d e r. MELLPI is a major program of the NNC and is being conducted in cooperation with other government agencies and non-government organizations. This activity aims to monitor and validate the efficiency and effectiveness of the nutrition and nutrition related activities implemented at the local level. In conjunction with the MELLPI, the NNC also evaluates the performance of the Barangay Nutrition Scholars (BNS) - barangay-based volunteers tasked to coordinate the delivery of basic nutrition and related services in their respective area of assignments. Both the MELLPI and BNS evaluation are institutionalized activities since 1979 of the national and local nutrition committees. The MELLPI and BNS Evaluation culminate with the recognition of LGUs and BNSs with exemplary performance in nutrition program m a n a g e m e n t and delivery of nutrition services. Recognition comes in the form of incentives/awards such as the Green B a n n e r Aw a r d - f o r the LGU with the highest MELLPI score; Consistent R e g i o n a l O u t s t a n d i n g Wi n n e r i n N u t r i t i o n (CROWN)- for the LGU who c o n s i s t e n t l y maintains a high score, the highest award, the Nutrition H o n o r Aw a r d ( N H A ) and the National Outstanding BNS.
