for such purposes (see the attached “Exhibit A”). The Bylaws
Committee Chair will provide the current form to any Committee
upon request.
3. The Committee submitting the proposed procedure my request to
have the procedure reviewed either by the Bylaws Committee, or
only the Chair of the Bylaws Committee, prior to submission to the
Chapter. However, if the submitting Committee requests to bypass
Bylaws, the Bylaws Committee Chair may overrule that request and
submit the matter for Bylaws Committee review. The Bylaws
Committee Chair’s decision on this issue of review forum is final. The
Bylaws Committee Chair may not, however, overrule a Committee’s
request to have the Bylaws Committee review her proposed
procedure prior to submission to the Chapter.
C. Bylaws Committee Submissions
1. The Bylaws Committee may submit procedures for consideration that
address the Bylaws Committee’s operations, the Chapter-at-large,
matters that the Bylaws Committee is directly requested to address by
the Chapter President, matters submitted to the Bylaws Committee by
a Member pursuant to I(A)(5) above, or any general/miscellaneous
matters that impact the life of the Chapter that do not otherwise fall
under the responsibilities of other Chapter Committees.
2. All proposed procedures submitted by the Bylaws Committee that
directly affect the duties/responsibilities of another Chapter
Committee require that the Bylaws Committee Chair must first
receive (a)“sign-off” from said Committee Chair pursuant to I(A)(5)
above or (b) a written request from the Chapter President for the
Bylaws Committee to draft said procedures. The Chapter President
may submit such request by submitting a written note to the Bylaws
Committee Chair that clearly states the parameters of the assignment,
or by submitting a complete and executed Proposed Rules of
Conduct & Procedures Form to the Bylaws Committee Chair.
3. I(C)(1) & (2) above are, however, subject to II(D)(2) below to the
extent that Bylaws Committee intervention is necessary to ensure
continuity within and between all Chapter governing documents.
In such cases, the Bylaws Committee may submit proposed
procedures for Chapter consideration which affect the governance of
another Chapter Committee without the affected Committee’s
approval.
II.
Review of Proposed Procedures
A. All proposed procedures MUST be submitted to the Bylaws Committee
Chair for review prior to submission to the Chapter for consideration.
B. The Bylaws Committee or its Chair MAY request that the submitting
Member or Committee be available for discussion of the proposed
