procedure. The submitting party’s participation is suggested, but not
required.
C. Limited Purpose: Review by the Bylaws Committee, or its Chair, is ONLY
for the purpose of (1) ensuring that the proposed procedure does not
contravene any National Constitutional provisions, National Bylaws,
National procedures (in general), Regional Policies & Procedures,
Regional procedures (in general), Chapter Bylaws, or Chapter Rules of
Conduct and Procedures and (2) to ensure that all areas of the Chapter
Bylaws or Rules of Conduct and Procedures potentially affected by the
passage of the proposed procedure are amended or addressed in a
manner that ensures continuity within and between all Chapter
governing documents.
D. If additional procedures or Chapter Bylaw amendments need to be
drafted to ensure continuity within and between all Chapter governing
documents, the Bylaws Committee Chair will advise the Member or
Committee Chair submitting the proposed procedure of the concerns, and
will assist the Member or Committee in drafting any additional
procedures or Chapter Bylaw amendment provisions as may be
necessary.
1. In the case of a submission by a Member: if the Member chooses to
only submit their original proposal, without addressing any
peripheral matters broached by the Bylaws Committee or its
Chair, the Member is free to move forward and present the
proposed procedure to the Chapter body without asking the
Chapter to consider any peripheral matters. If, however, the
proposed procedure is found to include matters that contravene
any of the Organization’s governing documents, those issues must
be corrected prior to submission to the Chapter body for
consideration.
2. In the case of a submission by a Committee: if the Committee,
chooses to only submit their original proposal, without addressing
any peripheral matters broached by the Bylaws Committee Chair,
the Committee is free to move forward and present the proposed
procedure to the Chapter body without asking the Chapter to
consider any peripheral matters. However, pursuant to I(C)(3)
above, the Bylaws Committee reserves the right to submit
such peripheral matters to the Chapter (with or without the
submitting Committee’s approval). If, however, the proposed
procedure is found to include matters that contravene any of the
Organization’s governing documents, those issues must be
corrected prior to submission to the Chapter body for
consideration.
E. The Bylaws Committee Chair must approve ALL proposed procedures
prior to submission to the Chapter body for consideration. Said approval
