F. Once the Bylaws Committee Chair has approved the proposed procedure (as evidence by her signature on the Proposed Rules of Conduct and Procedures Form), the Bylaws Committee Chair will submit the matter to the Chapter President and the Executive Committee to obtain final approval for placement on the next Mother’s Meeting Agenda. Once approved by the President for consideration on the next Mother’s Meeting Agenda, the Bylaws Committee Chair shall notify the submitting Member or Committee Chair to be prepared to present their motion for approval of the proposed procedure. G. Once placed on the Mother’s Meeting Agenda, the Member that submitted the proposed procedure, or the Committee Chair (or her designee) representing the Chapter Committee submitting the proposed procedure will make any necessary presentations or reports to the Chapter body, and/or will respond to any questions by the Chapter body (subject to the pleasure of the presiding officer) during official discussion of the matter. H. The Bylaws Committee Chair is NOT responsible for presenting or defending any proposed procedure beyond the scope of II(C) above, unless the Bylaws Committee is the Committee submitting the proposed procedure for consideration. I. The procedure shall be adopted by the Chapter if it receives a favorable majority of the votes cast by the Members present. A Quorum is required. J. Review Period Policy: the Bylaws Committee will work diligently to ensure that any matter presented for review will be considered by the Bylaws Committee, or its Chair, and submitted to the Executive Committee for agenda consideration as quickly as possible, but no later than 60 days from the date that a matter is first received by the Bylaws Committee Chair. If a proposed procedure is unreasonably delayed, in the opinion of the submitter, beyond 60 days, the submitting party may make a written request to the Chapter president to bypass the Bylaws Committee’s review. The Chapter President’s decision on the matter is final. III. Post Adoption A. Once a procedure is adopted, the Bylaws Committee will be responsible for placing the new procedure in the official SWSD Rules of Conduct and Procedures document. Organization and placement of the procedures is up to the sole discretion of the Bylaws Committee, as long as such decisions do not have a material affect on the spirit and intent of the procedure as adopted.
