Committee and ultimate submission to the Chapter body for
consideration (pursuant to I(B) below). Said Committee shall respond
to the submitting Member in writing (via email, text or regular mail)
within 30 days as to whether or not the Committee will submit the
proposed procedure (with any amendments the Committee deems
necessary) to the Chapter body for consideration.
5. If the Chapter Committee mentioned in I(4) above, opts not to submit
the Member’s proposed procedure to the Chapter body for
consideration, the Committee Chair should then provide the
submitting Member with either a written note or a Proposed Rules
of Conduct and Procedures Form, stating that the Chapter
Committee notice and review requirement has been fulfilled, and that
the relevant Committee has opted not to submit the matter for
Chapter consideration (“sign-off”). Said statement thereby releases
the Member to submit the proposed procedure directly to the Bylaws
Committee Chair for additional consideration pursuant to I(C) below.
Purpose: to allow all Chapter Committees the opportunity to participate
in any process that may affect the operations of their Committee.
Committees will NOT, however, have the power to unilaterally prevent
the Chapter from considering any proposed procedure.
6. Once the matter is submitted to the Bylaws Committee, the Member
submitting the proposed procedure may request to have the
procedure reviewed either by the Bylaws Committee or only the Chair
of the Bylaws Committee prior to submission to the Chapter.
However, if the Member requests to bypass the Bylaws Committee,
the Bylaws Committee Chair may overrule that request and submit
the matter for Bylaws Committee review. The Bylaws Committee
Chair’s decision on this issue of review forum is final. The Bylaws
Committee Chair may not, however, overrule a Member’s request to
have the Bylaws Committee review her proposed procedure prior to
submission to the Chapter.
B. Chapter Committee Submissions
1. Any Committee of the Chapter (through its Chair) may submit a
procedure or procedures, which address said Committee’s operations,
for consideration by the Chapter body. The Committee may do so by
submitting a written draft of the procedure(s) to th e Bylaws
Committee Chair at least calendar 30 days prior to any monthly
Mother’s Meeting in which the Committee would like proposed
procedure to be considered by the Chapter. The submission may be
made in person, via email, regular mail or fax. The submission is
considered made when received by the Bylaws Committee Chair. The
Bylaws Chair is responsible for confirming the date of receipt.
2. All procedures hereby submitted for consideration shall be made in
writing, preferably (but not required) on the Proposed Rules of
Conduct and Procedures Form provided by the Bylaws Committee
