Budget & Finance Committee Financial Guidelines and Procedures for the Southwest Suburban Dallas Chapter of Jack & Jill of America, Inc. Approved by the Chapter on January 18, 2011 Capitalized terms not defined herein shall have the meanings set forth in the Chapter Bylaws. I. General Policies A. The Treasurer and the Financial Secretary must ensure that all nationally promulgated financial policies and procedures are followed. If there are any conflicts between the National Financial Handbook and these procedures, the most recent version of the National Financial Handbook shall govern. (See the National website for the most recent version of the National Financial Handbook). B. The fiscal year for the Chapter is from June 1 st through May 31st. C. The Chapter shall manage its financial transactions in accordance with generally accepted accounting rules and practices and keep appropriate records. D. The Chapter should maintain two ( 2) checking accounts 1. Operating Account (including Members, Teens, Associates, Fathers’ Auxiliary, and grant proceeds) 2. Fundraising Account (including funds raised by Teens, Associates, and Fathers’ Auxiliary) E. Under no circumstances should operating funds be combined or comingled with funds raised from the public. F. Checks should be printed in the name of the Chapter and Jack and Jill of America, Inc. with the name of the account (operating or fundraising) appearing on the check. G. The Chapter should have bank endorsement stamps for each checking account with the account number for the relevant account imprinted thereon. H. Financial obligations assessed during the Fiscal Year are due at the established payment deadline date. All financial obligations (dues, assessments, fees, penalties, and fundraising dollars) reimbursements (unless the obligation arises in May) and refunds (unless related to summer conventions or conferences) MUST be settled by May 31st of the current program year and shall not carry over into the following program year.
