The presiding officer will recognize Members that have questions. The Sergeant-at-Arms shall be respected in any efforts to ensure that the discussion remains respectful and non-combative. Anyone that cannot communicate in a calm and respectful matter (including a presenter) will be asked to remove herself from the discussion until she can participate in a calm and respectful manner. Additional time to ask questions may be allowed - in 10 minute increments. The request will only be honored if a nonpresenting Member makes a motion requesting the extra time, the motion receives a second from another non-presenting Member, and the Reviewing Body supports the motion by a majority of the votes cast. Such votes may be taken via hand, voice, or secret ballot (as managed, counted and reported by the Parliamentarian and Sergeant-at-arms) at the pleasure of the presiding officer. No additional time will be allowed to answer a question, however, Members may ask/re-ask a question in order to give the presenter additiona
