employee, walked past
her and exited the store,
Bitney noted.
Offi cers patrolling the
east parking ramp came
upon two women match-
ing the descriptions of the
perpetrators of the A’gaci
theft. They were accom-
panied by a male, and
the offi cers attempted to
speak with them, but the
women turned around
and fl ed the area. The of-
fi cers pursued the women,
including a third woman
who was not with them
initially, according to Bit-
ney.
All three of the women
were carrying shopping
bags, and two of the
women stopped fl eeing
when offi cers caught up
with them. An 18-year-
old New Hope woman

to a business on the 1700
block of 78th Street East
on the report of three

25-year-old Minneapo-
lis resident and the other
a 28-year-old also from
Minneapolis, were ar-
rested.
Offi cers conducted a
traffi c stop on the 6600
block of Cedar Avenue
South and arrested the
driver, a 36-year-old Richfi eld man, for DUI.
An offi cer made con-
tact with a woman at the
intersection of Portland
Avenue South and 77th
Street. She was arrested
on a warrant and was
later found to be carrying
a small amount of mari-
juana.
Feb. 17 – Offi cers re-
sponded to a past action
theft on the 7500 block
of Oliver Avenue South.
A fi rearm was taken from
the victim’s apartment by
someone known to the
victim.

domestic assault on 78th
Street West. The suspect
had left before offi cers ar-
rived.

hit him with a fl ip-fl op

department received the
report of check forgery on the 300 block of 77th
Street East from another
agency for further investi-
gation.
An offi cer was dis-
patched to the 7000 block
of Portland Avenue South
for the report of two dogs
that were found. The dogs
had no tags and they were
not chipped. The two dogs
were impounded at the
Bloomington Kennel.
Offi cers conducted a
traffi c stop on the 400

57-year-old
Richfi eld

of the woman who put a
tank top in her purse. She
was cited for theft, fl eeing
a police offi cer and tres-
passing, as she has been
issued a trespassing warn-
ing by the mall previously,
Bitney said.
The second woman that
stopped running when of-
fi cers caught up to her,
and did not match the de-
scription of either woman
in A’gaci, was found not
be in possession of stolen
merchandise, and was not
cited, Bitney noted.
The third woman, who
matched the description
of the woman who placed
tank tops in her shopping
bag, wasn’t so willing
to comply. As an offi cer
caught up to the woman,
the 21-year-old St. Paul
woman swung her arm
at the offi cer and broke
free from his grip. The
offi cer was able to grab
the woman again, and
with the help of a second
offi cer, the woman was pinned down in order to
be taken into custody. She
was arrested and booked
on suspicion of theft, fl ee-
ing a police offi cer on foot
and obstructing a police
offi cer with force, Bitney
said.
The 20-year-old St.
Paul man who was with
the women when they
started running was also
cited for obstructing a
police offi cer. He followed
the pursuit, and when offi -
cers were struggling to ar-
rest the St. Paul woman,
the St. Paul man tried to
walk off with the bag of
merchandise the woman
had dropped. Another
offi cer noticed his at-
tempt to disappear with
the merchandise, result-
ing in his citation, Bitney
explained.
Although it was unclear
who had taken the jeans
from A’gaci, several pair
were recovered in the bags
that the women were car-
rying, he added. Swap are common ways used to
perpetrate scams, accord-
ing to Chase.
Consider
facilitating
purchases of large ticket
items, such as vehicles, at a
bank. The swap spot is fi ne
for a vehicle inspection,
but when it comes time
to exchange cash and the
title for a vehicle, the buy-
er and the seller will not
need to carry signifi cant
cash before or after the
transaction if the trans-
action can be done inside
a bank. And facilitating
the transaction through a
local bank provides addi-
tional protection against
fraud, as counterfeit cur-
rency has been used by buyers in online transac-
tions, Chase explained.
And trust your instincts,
taking additional safety
precautions if necessary.
The police department
also noted the old adage
that if a deal is too good
to be true, it probably is.
Several Twin Cities po-
lice departments also have
swap spots available. A
map of locations is avail-
able online at safetrades-
pots.com.

city’s Safe Swap Spot is

plaining the swap spots is

also recommended that
transactions be conducted
during daylight hours.
When purchasing prod-
ucts such as electronics,
making sure the product
works at the time of the
transaction is recom-
mended as a refund is un-
likely after the fact.
Purchase items from
sellers who are willing to
meet in person and accept
cash. Avoid sellers that
insist upon money trans-
fer, gift cards or online
payments in advance of
delivering goods, as those
