Performance information • • Media and stakeholder engagement programme The media and stakeholders engagement programme is a certificated programme offered at NQF level 4. It is offered in a blended learning methodology, which includes a practical element based on simulated media interviews applicable across various broadcast platforms. SALGA has enlisted services of an accredited service provider to implement this programme and is scheduled to commence with enrolment in the first quarter of the new financial year. Leadership competency model A leadership model was developed that aims to create a clear and unequivocal call for leadership effectiveness. It has been tailored for local government and elected officials to assist in local government change and transformation. At the heart of the leadership model for councillors is the ethos of both servant leadership and transformative leaders underpinned by knowledge and skills for specific portfolios and overarching ethical behaviours. The model was presented at various platforms including the national members assembly, in May 2016. SCLG’s approach is underpinned by the leadership model. • Learner management systems (LMS) - the leadership village (LV) The SCLG developed and implemented a learner management system. The system is a web-based central repository that allows distribution, tracking and scheduling of learning initiatives offered by SALGA (these could be instructor- led or online sessions). It is an online portal allowing councillors to interact, collaborate and engage with SALGA content experts. In future councillors will be able to schedule themselves onto instructor-led and e-learning courses via the portal. Councillors are able to track their own learning paths in the leadership village (LV).
