• Integrated councillor induction programme( ICIP) The 2016 local government municipal elections required SALGA to implement an integrated councillor induction programme( ICIP). This is a sector programme coordinated by SALGA and delivered in collaboration with CoGTA, the National Treasury, the National School of Government, LGSETA and a range of stakeholders in and outside of government.
ICIP is anchored on the five pillars of the back to basics approach. It is multidisciplinary in its implementation approach, aspires to respond to the national capacity building framework( NCBF) imperatives, and represents the foundational learning layer of a Councillor Development Macro Learning pathway for councillor capacity building that is set out for the full duration of the term of municipal councils( 2016-2021).
ICIP represents a departure and paradigm shift in the manner of the 2011 CIP offering. The imperative for the harmonisation of the CIP( coupling to municipal and portfolio based induction, e-learning, theoretical and practical learning) from a generic stand-alone training module stems from the evolution of the political, social, and legislative environment, including the increased use of technology such as social media, in which councillors carry out their responsibilities.
For the first time, traditional leaders were inducted together with the newly elected councillors. Post the 2016 local government municipal elections, 8 174 councillors and traditional leaders were trained during the generic councillor induction programme as indicated below:
