Progress to Date Ann stated that the Safe Streets Arlington plan is being guided by the Safe Systems Approach , which is a framework developed by the US Department of Transportation . This approach stresses that roadway safety is a shared responsibility with interconnected elements that must all be addressed to achieve a reduction in fatal and serious injury crashes .
The Safe System Approach provides a decision-making framework to be intentional about addressing all aspects of roadway safety and the role played by all roadway users with six guiding principles and five elements .
Six Principles
• Death and serious injury is unacceptable
• Humans make mistakes
• Humans are vulnerable
• Responsibility is shared
• Safety is proactive
• Redundancy is critical
Five Elements
• Safe speeds
• Safe roads
• Safe road users
• Safe vehicles
• Post-crash care
Within this framework , the project team is working to ensure that the final Plan contains actions related to each element and identifies responsible parties for each action .
Safety Vision City leaders and staU , along with a diverse group of stakeholders , are committed to a shared vision of zero deaths and serious injuries on Arlington ’ s streets . Safe Streets Arlington recommends policy , education , enforcement , engineering , engagement , and equitable solutions to achieve safe streets for all .
Safety Goal Reduce deaths and serious injuries on Arlington streets by five percent annually to achieve a shared goal of zero deaths and serious injuries by 2050 .
Leigh discussed the strategies that support the vision and goal .
1 . Institutionalize Safety into the City of Arlington ’ s Core Functions and Job Responsibilities All City staU and leaders are responsible for actions that support funding , administering , building , operating , and maintaining a safe system .
2 . Reduce Fatal and Severe Crashes Prioritize the elimination of crashes that result in death and serious injuries .
3 . Prevent Future Crashes Identify and address safety issues in the transportation system , rather than waiting for crashes to occur and react afterwards .
4 . Design and operate the road system with safety in mind
