A transportation system designed with safety in mind reduces behaviors and decisions that increase the likelihood of death and serious injury when a crash occurs .
5 . Address Human Vulnerability Human bodies have physical limits for tolerating crash forces before death or serious injury occurs ; therefore , it is critical to design and operate a human-centric transportation system that protects physical human vulnerabilities from high speeds .
6 . Work Toward a Shared Goal All parties within the system – including government at all levels , private industry ( e . g ., vehicle manufacturers , consulting firms , etc .), non-profit / advocacy organizations , the healthcare system , first responders , researchers , and the general public – are vital to preventing fatalities and serious injuries .
7 . Create a Culture of Safety Road users have increased responsibility for actions that help to ensure the safety of themselves and of all other road users around them .
High Injury Network The project team shared the High Injury Network at the last ESC meeting , and as a reminder , it uses weighted calculations to identify roadway segments that have a higher likelihood of fatal and serious injury crashes . The High Injury Network , or HIN , helps us target locations and types of projects that will significantly improve safety . Leigh explained that there is a diUerence between the factors associated with what is part of the HIN , compared to what is Citywide .
Leigh explained that there has been quite a bit of information communicated and exchanged during the last year with stakeholders :
• Analyzed input from stakeholders and the public
• Conducted first citywide survey , developed second survey
• Developed crash profiles ( areas of emphasis )
• Prioritized the HIN for projects
• Reviewed action items with stakeholders for input
The project team recapped topics from each of the previous City and stakeholder meetings , as well as the first survey .
Public Survey # 2 is now open .
Natalie explained that our plan is prioritizing projects along the HIN , which makes up 5.7 % of Arlington ' s streets and accounts for 70 % of all fatal and serious injury crashes involving someone driving or riding as a passenger . On the pedestrian and bicycle HIN , 1.3 % of Arlington ' s streets account for 50 % of all fatal and serious injury crashes involving someone walking or biking .
