3. Rosedale’s Storm Disaster Recovery
The Rosedale Emergency Committee has developed our own comprehensive plan that will be
implemented if we are advised that County emergency resources are unable to respond in a
timely fashion after a storm disaster. This plan includes the following:
a. Basic First Aid Teams (in each association that has accepted this plan) (BFAT)
b. Advance First Aid Teams (AFAT); number based on available medical personnel
c. Emergency Control Center (ECC)
The BFAT will be staffed by first aid class graduates, a ham radio operator, and a driver with
vehicle based on availability of resources. These personnel will handle medical emergencies
within their capability using supplies from their emergency kits. The BFAT would assess for
injuries and call for help from the AFAT (staffed by a physician and nurse) as needed. The AFAT
will have an advanced emergency kit, an automated external defibrillator (AED) and a ham
radio. The teams would report injuries to the Rosedale ECC. First aid kits and ham radios would
be picked up for each association’s BFAT and the AFAT prior to the storm.

available members of the Committee, a licensed ham radio operator with a heavy duty radio,
