American Rescue Plan Act progress
The American Rescue Plan Act( ARPA), a historic $ 1.9 trillion federal stimulus package, was enacted to support national recovery from the COVID-19 pandemic.
In 2021, the City of Port St. Lucie was allocated $ 24,739,425 in ARPA funds. As of Nov. 18, with support from City departments, the Finance Department and the Office of Strategic Initiatives and Innovation, the City has expended $ 16,276,137.08 of its allocation.
These funds have supported key projects like road, utility, stormwater and fiber upgrades, improved emergency operations and expanded mortgage and down payment assistance. Remaining funds must be spent by December 2026, with Title I projects having a deadline of September 2026. The City focuses on strategic investments that benefit residents and enhance infrastructure and resilience.
Recent grant awards
City departments work collaboratively through the Grants and Advocacy Team led by the Strategic Initiatives and Innovation team to support funding for City priorities in alignment with the Strategic Plan. The following grants were recently awarded:
• Florida Department of Law Enforcement- Local Law Enforcement Immigration Grant Program: Funding in the amount of $ 25,000 for cooperation and coordination with federal immigration agencies to enforce federal immigration laws.
• Florida Department of Law Enforcement JAG24 – Countywide: Funding in the amount of $ 28,133 for UCI cameras with accessories to improve evidentiary documentation, strengthen case integrity and directly support successful investigations and prosecutions; Dell tablets to equip Neighborhood Policing Bureau( NPB) captains and the Crime Prevention Officer with mobile access to essential systems and documents while in the field.
• Florida Dept of Law Enforcement- Identity Theft and Fraud Grant Program: Funding in the amount of $ 10,000 to enhance the Police Department ' s ability to investigate cryptocurrency-related financial crimes with the acquisition of professional-grade crypto-tracking software to identify wallet addresses, trace transactions and support recovery of stolen digital assets.
Innovate PSL: Green Belt
On Nov. 7, the City conducted an Innovate PSL: Green Belt training program aimed at enhancing the skills and knowledge of City employees in continuous improvement methodologies.
The training, held in collaboration with Phillip Corsi from Human Resources, featured participation from various departments, including Michael Moody from IT, Michelle Lanchez from Public Works and Jo Anna Holt and Vanessa Carter Solomon from Planning and Zoning.
This initiative is part of the City ' s broader effort to foster innovation, streamline processes and improve service delivery across all departments, to better serve City residents.
