Strategic Plan progress report presented to Council
The City’ s progress in implementing the Strategic Plan was presented at the Nov. 17 City Council meeting. Highlights that were presented included updates from Strategic Plan project managers structured around seven strategic goals, as outlined below.
Safe, Clean and Beautiful: Features initiatives to improve public safety, beautify the City and enhance traffic safety. This includes the development of a Real-Time Public Safety Operations Center and various beautification projects. Police Chief Leo Niemczyk provided an update on the Police Department’ s efforts to improve traffic safety.
Strategic Growth for a Resilient Future: Focuses on sustainable growth, community design and environmental investments. Projects include the Naturally PSL Community Land Trust and the PSL 2045 Comprehensive Plan Update.
Engaged and Connected City: Highlights efforts to expand resident engagement and connection through programs like Love Your Block and City U, as well as partnerships with businesses, local schools and organizations.
Diverse Economy and Employment Opportunities: Focuses on the development of job corridors, workforce housing initiatives and the Walton & One Master Plan, which aims to revitalize eastern Port St. Lucie.
High-Quality Infrastructure and Facilities: Covers plans for roadways, facilities and fiber networks to meet future needs. Projects include the Port St. Lucie Boulevard South road improvement project and the expansion of the citywide fiber network. Jeff Meyer from the Information Technology Department highlighted the completed fiber project that lays the foundation of Port St. Lucie becoming a smart city.
Culture, Nature and Recreation: Focuses on advancing culture and the arts, developing parks and increasing access to nature and recreation. Key projects include The Port District Master Plan and the implementation of the 10-Year Parks and Recreation Master Plan. Zak Sherman from Parks and Recreation gave a summary of the park projects within the Strategic Plan.
High-Performing Government Organization: Emphasizes improving service delivery, reducing the millage rate and enhancing customer service. Initiatives include the expansion of the 1PSL app, innovation training, organizational development and the development of East / West City Hall annexes.
In addition to receiving the progress report, Council finalized the survey instrument for the National Community Survey, including an approach to expand participation and outreach, which will kick-start planning for the FY 2026-27 Strategic Plan.
