For the streusel topping :

For the muffins :
2 ½ cups all-purpose flour 1 teaspoon salt 2 teaspoons baking powder ¼ cup unsalted butter , melted ¼ cup vegetable oil 1 cup whole milk ¾ cup granulated sugar ¼ cup sour cream or plain yogurt 2 teaspoons vanilla extract 1 tablespoon lemon zest 2 eggs , room temperature ¼ cup lemon juice 8 ounces fresh blueberries
