Parking Enforcer Sales Guide Volume 1 Rev 1.0 June 2014 | Page 6

Parking Enforcer Towing Companies need to add Parking Enforcement to their Brand. This will enable them to present their company to private properties in a completely new and different light. It sends a message that will be better received, adding credibility and customer confidence. Adding Parking Enforcement to their brand separates the Towing Company from their competition, helping them to stand out from the crowd. All other aspects being equal, the company with Parking Enforcement in their brand will be able to capture the business from a company that strictly bills themselves as only offering towing services. We also tell them to open their mind and look beyond vehicle removal, what other services could they offer the property that would help meet their needs. What exactly are the needs of Multi-Family communities and how can the Towing Companies help meet them? It’s important to know that in every state in the union it’s the Private Property that has theauthority to create, implement, and enforce parking policies. Towing Companies provide services solely by the request of a private property. Although Towing Companies take the heat and are the focal point for blame, they are only providing a service requested by a customer, which in their case is the Private Property. So in the case of a Multi-Family community, they are the one that has to determine what constitutes a violation, how long the violator has to correct it, and the enforcement action to be taken. Simply stated, it’s the property that sets the rules. It’s no easy task for a multi-family community to launch a successful parking enforcement program. When we advise properties, we tell them that they need to consider the following: 1. Become familiar with the city’s private parking ordinances. 2. Make sure that signage is compliant as dictated by city code. 3. After the signage is erected, take pictures of each sign and it’s placement; this records a record in case of vandalism or theft. 4. Review the parking policy to make sure it clearly covers the parking issues that need addressing; and review the policy with staff and parking enforcement providers. 5. Insure that the parking areas are clearly marked, and that parking instructions can be easily understood; provide bilingual signage if necessary. 6. Document, document, document. Make note of conversations with residents regarding parking violations. 7. Choose a parking enforcement provider that supplies you with time stamped violation and enforcement photos. 8. Parking policies must be administered with fair and consistent enforcement; any resident that violates a rule must be treated equaly, insuring compliance with the Fair Housing Act. 9. When implementing a new parking enforcement program, communication is critical. If stricter enforcement policies are put into place, communicate this to residents, explain the benefits to a strictly enforcing the parking policy. Properties look to Parking Enforcement companies that can assist them in as many of these areas as possible. SALES GUI ((
