COMMITTED TO VALUE Mark Bouter joined DCC in August 2009 as Coordinator, Contract Services in Greenwood. By mid-2010, he had identified that the level of DCC contracting effort to procure $5,000 worth of geomatics work was comparable to that of a $100,000 multidiscipline design contract. Motivated to achieve better efficiency and value, Mark developed a simplified approach, known as the Low Risk KN Procurement Policy. In initial trials, results included less time to issue RFPs, fewer resources to support the process, and considerable reductions in the time to award, explains Paul Lincoln, Site Manager at 14 Wing Greenwood and Mark’s nominator for DCC’s Innovation Award. “Employees like Mark … are the essential fuel to drive the change that will ensure our value to DND,” says Paul. “ Using innovative and efficient ways to improve our processes demonstrates to our Client-Partners our commitment to high quality service delivery.” Paul Lincoln Bottom right, Paul Lincoln, nominated Mark Bouter DRIVING HEALTH AND SAFETY Scott Munn is an essential part of DCC’s commitment to health and safety, says his nominator for the Robert Graham Memorial Award, Shawn Bindon, Site Manager. Scott leads the Mid-Canada Line contribution program, and is the management co-chair for the Joint DCC/DND Health and Safety Committee for Ottawa’s 180 Kent Street. He has driven the Health and Safety Improvement Theme initiative, in particular education on hazard risk assessment prior to travel; spearheaded procedures for new PMO employee briefings on emergency procedures; and was “relentless” in having potentially lifesaving Automatic External Defibrillators installed on each floor.
