Prof Bonke Dumisa is the Deputy Chairperson of the Tribunal. He
holds six degrees, from six tertiary institutions, spread across four
countries, in three continents. These include a BCom from Lesotho,
BCom (Hons) from Unisa, MBA from Bentley College in Massachusetts
(USA), MSc from the LSE (London), Doctor of Business Administration
from the University of Durban-Westville, and an LLB from the University
of Zululand. He is a Professor of Management at the University of
KwaZulu-Natal. He previously held management positions in the private
sector, including being the CEO of the Durban Chamber of Commerce
and Industry. He serves or has served on various statutory bodies, including the Consumer Affairs
Committee (CAFCOM), the Natal Sharks Board, the KwaZulu-Natal Rental Housing Tribunal, and
the HPCSA’s Professional Board for Radiography and Clinical Technology. He is an advocate of
the High Court of South Africa.
Ms Laura Best (Member) has been active in community, developmental
and equality issues for over twenty years. She is currently General
Manager of the Offi ce of the Director General in the Premier’s Offi ce
(Eastern Cape Province). Ms Best holds a degree in Social Science
from the University of Cape Town (1986) and an MA in Development
Studies from the University of Port Elizabeth (1999). She currently
serves as a member of the dti Consumer Affairs Committee.
Ms Penelope Paxton-Beck (Member) was admitted as an attorney in
1992 after obtaining BA and LLB degrees from the University of the
Western Cape. After serving the Housing Consumer Protection Trust in
various capacities, Ms Beck acted as consultant to various government
departments, primarily on consumer issues. Ms Beck has been
responsible for a wide range of consumer awareness and education
initiatives, and currently serves as a member of the dti Consumer
Affairs Committee, member of the Gauteng Rental Housing Tribunal,
member of the Health Professionals Council, member of the Appeals
Tribunal of the Department of Social Development, member of the National Lotteries Distribution
Trust Committee, and as Chief Examiner for the Film and Publications Board.
Ms Yasmin Carrim (Member) holds BSc and LLB degrees and an HDE
from the University of Cape Town. Ms Carrim was previously a partner
of the law fi rm Cheadle Thompson & Haysom, and has served as a
councillor on ICASA. Ms Carrim is currently a full-time member of the
Competition Tribunal, while maintaining an interest in human rights and
development issues through her involvement in various NGOs.
