Design Operate Assess Place( DOAP) scheme
In this model, TSPs are given the authority to design a skill course according to National Occupation Standards( NOS), select students, setup training centres as per ASAP specifications and standards, conduct the training programme, make arrangements for assessment and place the trained students. Approval of the Programme and student mobilisation are being done by ASAP.
Process Flow:
Shortlisted TSPs explain the modus operandi of the scheme and present the course content. Industry relevant courses which have demand are then selected. Student mobilisation is done Programme Managers through an orientation process while student selection and setting up of training centers were done by the selected TSPs. Course Directors of the training centres get a login in the MIS, for scheduling and marking attendance.

DOT and DOAP – Monitoring & Evaluation
ASAP placed dedicated group of Programme Managers, solely to monitor the training under Summer Skill Skool, attaching them to DPM Units. Each Monitoring PM was given responsibility of three to four batches, which they had to visit regularly. They were given a Proforma, to report the quality aspects of management and of content delivery of training.
Scheduling and Attendance Marking in MIS:
TSPs were given user manual and detailed instructions regarding procedures to be followed in MIS before commencement of classes. Also, a Programme Manager was made available on the first day to handhold the Course Director through the processes in live MIS. All users from SDC PM, DPM, Sector Heads, SSS Admin could pull out reports from MIS to monitor the progress of attendance marking.
