Tier II Concourse ( East ) Development
The Airports Authority announced plans for a new 14-gate concourse at Dulles International Airport . The proposed " Tier-2 Concourse ( East )" will be a modern 14-gate facility with convenient access to the airport ' s underground Aero Train system and to include new shops , restaurants , and other customer services as well as the latest aircraft-servicing technologies to accommodate future needs . The project will further many of the Authority ' s goals to include progressing the Sustainability Plan and initiatives , including reduction of fuel use , increasing water use efficiency , and reduction of solid waste generated and sent to landfills . Further , the new development is planned to be Leadership in Energy and Environmental Design ( LEED ) Silver Certifiable and will address the Airports Authority ' s Design Manual Sustainability requirements . Sustainable features being considered include roof top gardens , electric ground support equipment infrastructure , and energy efficient window glazing .
