The Airports Authority is developing electrical master plans to evaluate the impacts of various fuel and energy efficiency projects and initiatives being considered over the next 20-plus years at Dulles International and Reagan National Airports . In addition to evaluating proposed facility improvements , the electrical master plans will assess the load and environmental impact of energy and sustainability-focused projects , such as solar photovoltaics , to accommodate the growing needs of passenger electric vehicles , airport and rental car fleets and planes . Recommendations to enhance and improve the distribution infrastructure at the airports will be developed to support the Dulles Master Plan goals and accommodate the projected growth of both airports .
Combating Risks : Ongoing Partnership with NREL

The Airports Authority continued its partnership with NREL , which has resulted in more than 20 studies , plans , technical analysis reports and baseline assessments . Notable accomplishments include development of the Sustainability Plan , revision of the Airports Authority ’ s Design Manual , greenhouse gas emissions inventories , and assessments for solar photovoltaics and alternative water treatment technologies .
In 2023 , two reports were completed to summarize resilience baseline assessments that were performed in 2021-2022 to assess potential risks to Dulles International and Reagan National Airports airports . These reports evaluated operational conditions , mission critical areas , interdependencies and potential hazards , threats and vulnerabilities to energy and energy-dependent systems and operations ( such as transportation , communication and water ) at both airports . Hazard identification and risk assessment scoring was performed to assess potential risks to Dulles International and Reagan National Airports . The risk assessment includes a list of potential mitigation measures for consideration by the Airports Authority .
The Airports Authority and NREL will continue this partnership through 2024 with additional assessments such as technoeconomic analysis of alternative propulsion technologies for the Dulles people movers .
Forward Planning Tier II Concourse ( East ) Development
The Airports Authority is in the process of designing the Tier-2 Concourse ( East ) project , which will be a modern 14-gate facility with convenient access to the airport ' s underground AeroTrain system . The concourse will include ne w shops , restaurants and other passenger amenities , as well as the latest aircraft-servicing technologies to accommodate future needs . The project will further many of the Sustainability Plan ’ s overarching goals , including reduction of fuel use , enhancing water-use efficiency and minimizing solid waste generated and sent to landfills . Further , the new development is planned to be Leadership in Energy and Environmental Design silver certifiable and will incorporate the Airports Authority ' s Design Manual sustainability requirements . Sustainable features being considered include energy efficient building systems , electric ground support equipment infrastructure and natural lighting with energy efficient window glazing .
Smarter Bike Parking
In response to customer and employee demand for enhanced options to securely park and charge bicycle , scooter personal electric vehicles at Reagan National , the Airports Authority is planning to install smart bicycle racks , stalls and scooter racks to install smart bicycle racks , stalls and scooter racks at six locations across the airport . These storage locations will offer integrated self-locking features , secure charging capabilities , repair stations , improved wayfinding and stalls for employee bicycles . In addition to encouraging the use of sustainable transportation alternatives , these personal electric vehicle stations will remove electric bicycles and scooters from facility interiors , reducing the risk of fire from the indoor charging of lithium-ion batteries .
