Rental Car Contracts
To reduce fossil fuel use , the Airports Authority continued to implement contract requirements for rental car operators at Reagan National and Dulles International airports to support green initiatives .
In 2023 , rental car providers at Dulles International Airport were contractually required to ensure that green vehicles , including both hybrid and fully electric vehicles , comprised 3 percent of their overall annual fleet . Each rental car provider exceeded the 3 percent requirement in 2023 . All Dulles International Airport rental car providers are currently exceeding the contract requirements for availability of green vehicles .

The Airports Authority continued implementing its Voluntary Airport Low Emission initiative at Dulles International , which includes installing 112 new electric ground support equipment vehicle charging ports using single port and multi-port units .
Phase I was completed in 2023 , adding 48 electric ground support equipment charging stations at Dulles International . Phase II includes installing 32 dual chargers serving 64 spaces and is under construction .
All Electronic Tolling on the Dulles Toll Road
The Airports Authority completed efforts to eliminate unnecessary idling along the Dulles Toll Road by transitioning to all-electronic tolling and open road tolling in March .
