Through more than three decades in mining, he is perhaps best known for his stint in the local subsidiary of Australian-based Lafayette Mining Ltd., Rapu Rapu Polymetallic Project. After being a consultant and project manager, he officially joined the company as President and Director to lead their rehabilitation programs following a major environmental incident. He had his share of the long and tedious process of re-applying for a permit, dealing with the media and anti-mining advocates, ensuring appropriate infrastructure, and complying with the demands of regulatory bodies. In his two-year stint, he successfully lead the rehabilitation, re-establishing operations, and setting up the organization with clear regard for its people, the environment, and the company’s business objectives. While fulfilling his role for Rapu Rapu, he was also involved in the acquisition and development of nickel mines in Palawan and Samar. At the time when nobody paid attention to a profitable opportunity of nickel mines in the country, he secured the pertinent endorsements for the mineral assets. This involved closing a fair agreement with the indigenous peoples (IPs), the local government units, and the Palawan Council for Sustainable Development under the Department of Natural Resources to protect the environmental sensitivities of the region. In 2002, he retired as the Assistant Vice President of Philippines Associated Smelting and Refining Corporation (PASAR), which he joined fresh out of the University of the Philippines with a degree in Metallurgical Engineering in 1980. Engr. Agcaoili’s parents are from Piddig, Ilocos Norte, where he grew up and learned the dialect and culture.
