Before coming to Charbonneau , I thought I was familiar and experienced with how homeowners associations ( HOAs ) help manage the common facilities and quality of amenities in my neighborhood . But when I moved to

Charbonneau , I found it more complex and overwhelming than anything I could imagine . Yet , after almost 11 years here , I have come to appreciate how they all work together to maintain Charbonneau as a desirable and fun place to live and play .

This first article in a series will provide an overview of HOAs in general and a little about the many HOAs of Charbonneau . This will be followed by a series of articles that will highlight a specific HOA each month . I will work with the neighborhood HOA presidents to include their perspectives and relevant information . I hope this series will offer a little enlightenment as well as some comfort that the dues we pay have significant oversight from resident volunteers on each of the HOA boards to assure the money is well spent and the services are of high quality .

Overview : The Charbonneau Country Club ( CCC ) HOA receives total annual dues of about $ 2,000,000 each year . Charbonneau has 1,627 living units that pay dues to CCC HOA .

1,323 units have to pay additional dues to one of the 13 neighborhood HOAs .

304 units are in rental complexes and retirement living complexes – the owners of these complexes maintain their own pools and common areas , so they don ’ t have a neighborhood HOA for those services .

Charbonneau also has an additional HOA comprised of the businesses that occupy the Village Center . The businesses own their buildings , but they sit on property owned by the HOA . CCC buildings are part of this HOA , so there are HOA

A recent report ( ipropertymanagement . com ) shows that an average of 22 new HOAs are formed daily in the USA ; there are roughly 8,000 new HOA communities each year . Over 80 % of new home construction projects are covered by an HOA . Charbonneau Country Club ( CCC ) is considered a large HOA , while the 13 neighborhood HOAs range from very small to slightly above average . Across the USA , there are an estimated 7,500 HOAs that are large-scale , meaning they have at least 1,000 lots or homes and a $ 2 million annual budget .

40 million housing units are part of HOA communities .

Oregon HOAs have membership rates below the national averages :

� 7.9 % of Oregon homeowners are part of HOAs .

� 13.3 % of Oregon ’ s population lives in HOA communities .

Each HOA in Oregon has an average of 143 residents .

An estimated 217,308 homes in Oregon are part of HOA communities .

Dues collected in USA

� HOAs collect $ 103.2 billion per year from homeowners .

� 25 % of collections go toward reserve funds for maintenance of the shared property .

� $ 250 is the average monthly HOA membership fee for a single-family home .
