Si tratta di creare una nuova forma di servizio di Smart Governance coordinata e strutturata non a livello locale ma centrale , generando un nuovo stimolo e creando un volano economico rivolto non solo all ’ efficienza degli impianti , ma all ’ efficienza della gestione territoriale , introducendo nuovi modelli decisionali e predittivi . Public Lighting : evolution of the infrastructure

According to the latest estimates , when it comes to public lighting in Italy , there is one luminaire per 6 inhabitants , which means around 10 million lighting points spread over the territory . In this context , there are currently seven main operators managing them , with 50 % of the luminaire assets having been upgraded with LED luminaires . Of the remaining 5 million lighting points , 4.5 million will be upgraded through the two Consip Servizio Luce 4 and GEIP agreements . In this scenario , over the next few years local PAs will directly manage around 500,000 luminaires , for which ESCos will in some cases provide interventions whose primary objective will be energy efficiency . The proposal is to stimulate a paradigm shift in the management of public lighting installations , so that all players in the supply chain can work towards the development of more efficient and sustainable technologies . The first step is to further reduce the consumption of those installations that have already been upgraded to LEDs , by means of increasingly advanced and intelligent dimming systems combined with targeted lighting redevelopment . This would generate a first boost of interest in energy efficiency , which will offer lower margins than current levels . Another stimulus is related to the features offered by public lighting installations : possible introduction of technologies and systems for environmental monitoring , urban monitoring , and mobility management , which would be promoted and regulated through integrated systems management . The idea is to introduce at a national level a control room that , for each urban and sub-urban reality , would establish and regulate the minimum standards of smart services to be implemented , so as to enable better governance of the territory . This is aimed at defining and enhancing all the smart services that will allow the acquisition of real-time on-the-ground information , which , by being linked to territorial knowledge , will help to manage future planning choices in a predictive manner . According to these minimum standards , which each urban reality will have to implement in its territory , the systems will have to be organised , hierarchised and connected on one or more integrated networks . All the data acquired will have a strategic value for territorial monitoring activities , allowing predictive actions in the detection of changes in the territory . By taking advantage of the spread of public lighting installations in the territory we will be able to give new roles to the infrastructure ; furthermore , the management and maintenance activities offered by ESCos will make it possible to guarantee the efficiency of this new infrastructure network . It will

therefore be possible to identify a new market of integrative Smart services applied to the public lighting installations sector that , unlike the services currently offered that are almost never valued and remunerated , will be able to generate a market based on the strategic weight of the activities monitored and on the difficulty of acquiring and managing the data itself . This means creating a new form of coordinated and structured Smart Governance service at a central rather than local level , generating a new stimulus and creating an economic driver aimed not only at plant efficiency , but at the efficiency of territorial management , introducing new decision-making and predictive models .
