Kung Fu-Tse, Confusio Por Alberto Cruz Juárez 16 [email protected] Leticia González Cuevas 17 [email protected] ABSTRACT Today it is recognized that Mexico is one of the countries with the highest index of inequality and, in this sense, the expansion of public services of higher education is part of the public policies of redistribution of wealth and represents another element for the creation of a more just and equitable society. In Veracruz, only in the Universidad Veracruzana, approximately 25 thousand young people are rejected every year, most of whom can not afford their studies. In this work, education is recognized as a fundamental human right, and in this sense the objective is to present a proposal in the field of public higher education for the State of Veracruz through the institutional and financial strengthening of the Popular Autonomous University of Veracruz (UPAV, for its acronym in Spanish). For this purpose, it is suggested to reform the State Law 276 to allow this Institution to receive federal subsidies, as well as the reinforcement of its transparency and accountability systems, with the understanding that university autonomy should not be confused with an opaque management of its financial resources.
