Since the late 2000s , Kimley-Horn has acted as a trusted advisor for PIE , first as their general engineering services consultant delivering project management and coordination , design services , field investigation , Federal Aviation Administration ( FAA ) coordination , construction plans and specifications , bidding assistance , grant preparation , and cost estimating . In 2013 , the firm was also selected to be the lead consultant on the rehabilitation of RW 4-22 , which included pavement rehabilitation , drainage system modifications , and a new airfield electrical system . More recently , in 2017 , we were entrusted to design the rehabilitation of Runway 18-36 . During that design , many challenges transpired regarding FAA approval of commercial traffic using Runway 4-22 . As a team , Kimley-Horn and PIE made a case to the FAA that was approved , making the project a cost-effective reality . To this day , we continue to be one of PIE ’ s general engineering services consultant : our most recent task is a rental car study designed to outlined the best path forward for the airport ’ s landside strategy .
