Kimley-Horn has served as the Port ’ s parking consultant on multiple projects over the years . Most recently in 2010 , Kimley-Horn was competitively selected as the Port ’ s consultant for a PARCS recommendation and replacement project . The Port was up against a strict deadline to become PCI-compliant , and the existing Scheidt & Bachmann PARCS was unable to be upgraded . In addition , the Airport committed to the Port Commission that they would increase their parking revenue by 15 % by the year 2015 . Kimley-Horn ’ s scope included operational analysis and recommendations , design criteria development , performance specification preparation , infrastructure design , advertisement and contract award services , construction administration and commissioning of the installed PARCS . Through a collaborative process with the Port ’ s business development staff , the system design allowed for innovative programs to be rolled out to help generate new revenue potential , while reducing operating costs . The new system relied heavily on automation and includes pay-onfoot , credit card in / credit card out , express credit card exiting , and monthly VIP access cards .
