Kimley-Horn provided on-call , as-needed airfield planning , engineering , and construction phase services at San Diego International Airport for over 12 years . During that time , we successfully completed more than 35 projects covering a wide range of planning and design services . Completed projects include runway rehabilitations , taxiway relocations , airfield lighting and signage replacement , pavement management studies , surface parking lots , utility relocations , NAVAID modifications , terminal gate modifications , traffic engineering analyses , utility infrastructure development , structural analyses , storm drainage and water quality analyses , and program cost development and distribution analyses . Kimley-Horn is now providing program management , staffing support and consulting services in support of planning , design and construction projects such as the Capital Improvement Program , Major Maintenance Program , and Quieter Home Program . Our team also originally developed the Pavement Maintenance Management System in 1998 , and since then has performed system updates in 2001 , 2005 , 2011 , 2015 , and in 2021 .
